The Social Health Authority (SHA) has announced the appointment of 23 new Assistant Directors in a major move aimed at strengthening its management team and improving healthcare access for all Kenyans.
The appointments, which follow a competitive recruitment process that began on July 29, 2025, mark a significant expansion of the Authority’s leadership structure.
New SHA Regime
In a statement released on Friday, October 31, 2025, the SHA Board said the new appointments are critical to enhancing operational capacity across all directorates as the Authority scales up to meet its core mandate.
This mandate encompasses the provision of comprehensive financial risk protection and ensuring equitable access to quality healthcare for all Kenyan residents.
Abdi Mohamed, Chairperson of the SHA Board, emphasized the importance of the new leadership team in driving reforms and improving service delivery.
“These significant appointments inject a wealth of experience into the Authority’s ranks. The new leaders will play a crucial role in ensuring that SHA delivers on its promise of universal health coverage and financial risk protection for every Kenyan.”
Key Appointments Across Strategic Areas
The newly appointed Assistant Directors will oversee critical functions, including legal services, compliance, supply chain management, planning, benefits management, fund management, finance, administration, human resource development, and customer experience.
Among the notable appointees are:
- Rose Nakhungu Nandasaba as Assistant Director, Legal Services
- Adow Osman Ahmed as Assistant Director, Registration and Compliance (County Coordination)
- Moindi Kevin Omai as Assistant Director, Supply Chain Management
- Douglas Odhiambo Owino and Beatrice Chelangat Kimaiel as Assistant Directors for Planning and Linkages
- Mercy Keane Mutua and James Lero Letangule for Benefits Management
- Kennedy Kirichu Ndegwa and Samira Swaleh for Fund Management
Other key roles include finance and accounts, administration, ICT, provider management, and internal audit.
The board also emphasized its commitment to enhancing customer experience and human resource development, with Khadija Ali Juma and Brian Murithi Mugambi assuming leadership roles in these areas.

The SHA Board noted that the appointments are part of a broader strategy to enhance efficiency, accountability, and transparency within the Authority.

The Social Health Authority (SHA) is a public body established under the Social Health Insurance Act, 2023, to oversee Kenya’s universal health coverage (UHC).
It replaced the National Health Insurance Fund (NHIF) with a broader mandate to ensure all citizens have access to affordable, quality healthcare.
SHA’s core responsibility is to manage the new Social Health Insurance Fund (SHIF), which finances preventive, promotive, and curative services for every Kenyan household.
SHA Structure
The Authority operates under the Ministry of Health, led by a Board of Directors and a Chief Executive Officer.

It coordinates with county governments, accredited healthcare providers, and other national agencies to implement the SHIF framework.
Membership is mandatory for all adults, with contributions based on income levels.
