The Executive Office of the President in State House has announced call for expression of interest for qualified Kenyans, for the provision of short-term consultancy services for the Bottom-up Economic Transformation Agenda (BETA).
In a notice on Tuesday, November 12, the Comptroller said State House is seeking to develop a database of senior experts to provide Consultancy services on a short-term basis.
“The Executive Office of the President-State House invites eligible individual consultants to express their interest in providing these services,” reads part of the notice.
The Comptroller of State House said the services of the consultants shall include the following areas.
I)Macroeconomics (Macroeconomic Policy, Public finance, Trade and international economics)
II)Microeconomics (Credit & financial inclusion, Labour markets, Household and Welfare economics, education and Health economics)
III)Agricultural economics (Value chains, agricultural finance)
IV) Natural resource economics (Energy, Environment and Climate Finance)
V) Industrial economics (Industrial policy, Competition Policy, Enterprise Development, and Technology)
VI)Law and policy experts in emerging areas such as investment climate, ease of doing business, regulation, consumer protection, competition policy, property rights, climate action (climate finance, carbon markets etc), biotechnology, creative industries and digital economy).
“The duration of the assignment will be on “as and when required basis,” Comptroller said.
State House Application Requirements
Interested Consultants should demonstrate that they have the required qualifications and relevant experience.
They must also provide documentary evidence for at least (5 No.) similar assignments executed and completed in the last ten (10) years.
This should confirm the scope, nature and successful execution of the assignments.
Additionally, candidates should submit a cover letter and duly filled pre-qualification forms.
They should also have a minimum qualification of MA/MSc in Economics, Law (LLB) or related fields and 10 years of experience with a track record in research, policy analysis, policy advisory and practice will be a distinct advantage.
However, State House said candidates with PhD qualifications will have added advantage.
Interested candidates must also have at least Three (3) publications.

Forms & Application Process
The pre-qualified application forms (PQ-1, PQ-2, PQ-3) are provided on the Website(s) www.president. go.ke and https://www.tenders.go.ke or may be obtained at Comptroller, Executive Office of the President -State House, P.O Box 40530-00100, Tel 020 2227436, Nairobi Kenya Email: supplychain@president.go.ke.
The Comptroller of State House said forms which are not completely filled out and submitted in the prescribed manner will not be considered.
Besides, all the documents that form part of the expression of interest must be written in English.
The Expression of interest is open only to Individual Consultants who will be considered for inclusion in the database of pre-qualified Consultants.
“The applicant shall submit only one application in its own name in the area of specialization. Further information pertaining this request for expression of interest may be obtained during working hours (Monday to Friday) between 9:00am and 5:00pm excluding public holidays using the address,” reads another part of the notice.

Other Directions During Application
The Expression of Interest documents should be duly serialized and paginated with all the attachments included in a format 001,002,003……up to the last page of the document.
Documents should be well bound with all pages including attachment (binding should be Saddle stitch binding)
“Spiral Binding will not be accepted,” warned the Comptroller.
The Expression of Interest (E.O.I.) documents are to be put in one envelope clearly marked Expression of Interest NO.SH/EΟΙ/001/2024-2025.
E.O.I documents should be delivered to the Comptroller’s address on or before Tuesday, November 26, 2024, at 11.00am East African Time.
“Electronic Tenders will not be permitted, and late tenders will be rejected,” the Comptroller said.
