U.S. President Donald Trump criticized Ukrainian President Volodymyr Zelenskyy, saying he was disappointed that Zelenskyy had not engaged with the new U.S.-authored peace proposal aimed at ending the war in Ukraine.
Trump said, “So we’ve been speaking to President Putin, and we’ve been speaking to Ukrainian leaders, including President Zelensky, and I have to say that I’m a little bit disappointed that President Zelensky hasn’t yet read the proposal, which was as of a few hours ago.”
He added that “his people love it, but he isn’t ready, and Trump believes that Russia was okay with it.
What The Proposal Plan Entails
President Zelensky earlier on Thursday confirmed that he had received the draft peace plan that he and Russian officials had prepared, and that he would negotiate with President Trump in the coming days about the existing diplomatic opportunities and the main points necessary for peace.

Zelenskyy added that Ukraine needs peace and cannot disrupt diplomatic efforts.
“Ukraine needs peace, and Ukraine will do everything so that no one in the world can say we are undermining diplomacy. This is important,” Zelenskyy said in a video.
Currently, there is no publicly fully released text on the plan. Still, diplomatic sources reveal that the original draft was a 28‑point proposal, allegedly drafted with input from the U.S. and Russia, that would require Ukraine to make significant concessions.
These reportedly include withdrawing from parts of the eastern Donbas region, reducing the size of its armed forces, and a commitment not to join NATO.
Diplomatic Talks in Washington, Moscow, and Kyiv
US first presented its current 28-point peace plan on November 21, 2025, in Kyiv, and Zelensky’s office confirmed receipt of the draft and said Ukrainian and U.S. teams would work on the provisions of the plan.
Representatives of the U.S. also presented the plan to Moscow on 2nd December 2025. The officials have conducted multiple rounds of negotiations with Ukrainian representatives for several days aimed at narrowing differences, but no breakthrough was announced.

Even as Trump tries to end the war between the countries by presenting the peace plan, Putin has continued to attack Zelensky. In a statement dated Sunday, November 7, 2025, the Russian defense ministry reported that their operations in both the northern and southern regions of Ukraine resulted in significant casualties.
“Ukrainian forces sustained up to 210 casualties in the ‘North’ operational area and up to 190 in the ‘South’ over the past 24 hours,” the statement read.
In addition to targeting Ukrainian soldiers, Russian forces took control of the villages of Kucherivka in Ukraine’s northern Kharkiv region and Rivne in the eastern Donetsk region, according to the Defense Ministry.
Former U.S Secretary of State Hillary Clinton, on Sunday at the Doha Forum 2025, questioned President Donald Trump’s approach to global conflicts, particularly the Russia-Ukraine war, on whether the policies align with core American values.
