The Teachers Service Commission (TSC) has issued a warning against false letters circulating online about the deployment of teachers to Junior Secondary Schools (JSS).
In an official statement released on July 22, 2024, TSC labeled these letters as fake and urged the public to ignore them stating, “Beware of fraudsters! This is fake news.”
The misleading communication purported to be a circular from TSC CEO Nancy Macharia, was allegedly sent to all TSC Regional Directors, County Directors, and Sub-County Directors.
It called for the submission of names of qualified teachers to be deployed to Junior Secondary Schools for the upcoming academic year in 2025.
According to the circular, TSC was seeking teachers who met specific criteria for deployment.

Teacher Qualification Required for Deployment
These included teachers with less than four years of service, those from overstaffed schools based on subject combinations, and educators whose subjects had low student enrollment.
Additionally, the circular emphasized the need for teachers who could transition easily to teach subjects in higher demand at the Junior Secondary level.

In the flagged poster the Commission allegedly reminded school principals to consider the staffing needs of their institutions when selecting teachers for deployment.
“Principals are reminded to consider the staffing requirements of their respective schools when selecting the teachers for deployment.”
“This initiative aims to ensure that the deployment is effective and meets the needs of our schools.” read the fake letter.
Additionally, TSC requested that the names of selected teachers be submitted to Sub-County Directors by October 15, 2024.
“Kindly ensure that this Circular is disseminated to all principals in your jurisdiction and equally make a follow up. The names of teachers selected to be submitted to TSC Sub- County directors on or before 15 October 2024.”
Details of the Other Flagged Letter Alleged to be from TSC
The other letter, directed to all regional and county directors highlighted pressing issue of teacher shortage experienced in the country.
It noted that a number of teachers had applied for the transfers and were currently awaiting deployment, creating a backlog that complicates staffing efforts.
To address this challenge, the flagged letter called for a comprehensive review of teachers to identify qualified individuals who are willing to be temporarily redeployed to JSS.
“To address this issue and optimize the utilization of available human resources, I hereby direct all Regional County Directors and Country Directors, TSC, to undertake a comprehensive review of teachers awaiting transfer or swap within their respective jurisdictions.”

“The objective of this exercise is to identify qualified and willing teachers who can be redeployed to JSS on a temporary basis until their transfer or swap requests are finalized,” read the letter in part.
According to the letter, this initiative was aimed at addressing staff shortages and ensure the successful implementation of the Competency-Based Curriculum (CBC).
“It is imperative that we act swiftly and decisively to mitigate the teacher shortage crisis in JSS. Your cooperation and commitment to this initiative are crucial to the success of our CBC implementation.” concluded the letter.
Despite the details outlined in the fraudulent letters, TSC has confirmed that no official directive regarding teacher deployment to Junior Secondary Schools has been issued.
