The Teachers Service Commission (TSC) has formally ruled out the deployment of primary school teachers to Junior Secondary School (JSS).
According to the commission, the curriculum demands that this level requires graduate teachers who have specialised in at least two teaching subjects at university.
TSC Language Teachers’ Requirements
TSC outlines that teachers trained in English, Kiswahili, or foreign languages will handle several core learning areas.
“Teachers trained and qualified to teach languages (English/Kiswahili/Foreign Languages) will be called upon to teach the learning areas shown,” read their statement in part.
These include English (5 lessons), Kiswahili or Kenyan Sign Language (4 lessons), Social Studies covering Citizenship, Geography, and History (5 lessons), Religious Education (3 lessons), and the Pastoral Programme of Instruction (1 lesson).
This combination brings the total to 18 lessons per week.
The commission notes that these areas require both linguistic proficiency and advanced content knowledge, supporting its stance that only graduate teachers qualify for deployment.
Mathematics and Science Demands
Teachers trained in Mathematics are expected to deliver 15 lessons weekly across Mathematics (5), Integrated Science (4), Pre-Technical Studies (5), and PPI (1).

TSC observes that these subjects integrate advanced scientific and technical competencies beyond the scope of primary training.
For Science teachers specialising in Biology, Chemistry or Physics, the weekly load totals 19 lessons. They are assigned Mathematics (5), Integrated Science (6), Pre-Technical Studies (4), Agriculture (3), and PPI.
The commission underscores that this combination aligns with specialised STEM preparation at the university level.
Technical, Humanities, and Creative Requirements
Technical subject teachers are assigned 19 lessons per week, covering Mathematics (5), Integrated Science (5), Pre-Technical Studies (4), Agriculture (4), and PPI (1).
This blend requires a strong technical and applied science background.

Humanities teachers, trained in History, Geography, or Religious Studies, will handle Social Studies (4), English/Kiswahili/KSL (5), Religious Education (4), and PPI (1), totalling 19 lessons weekly.
The commission links these assignments to specialised training in social sciences and liberal arts.
For Creative Arts and Sports, teachers trained in Music, Physical and Health Education, and English Language and Literature will be responsible for five lessons per week.
Through these detailed allocations, TSC affirms that JSS instruction is structured for educators with specialised academic preparation.
The commission, therefore, maintains that primary school teachers do not meet the qualification threshold for deployment under current curriculum demands.
