Nairobi’s Upper Hill is set to host one of the city’s tallest landmarks, as part of a new development proposal submitted for environmental review.
In Gazette Notice No. 9793 dated June 26, issued under the Environmental Management and Co-ordination Act (Cap. 387), NEMA announced that it had received an Environmental Impact Assessment (EIA) Study Report for a proposed 43-storey office block on Masaba Road in Nairobi’s Upper Hill.
“PURSUANT to section 59 of the Environmental Management and Co-ordination Act, Cap. 387, the National Environment Management Authority (NEMA) has received an Environmental Impact Assessment Study Report for the above proposed project,” the gazette notice read in part.
Details of the 43-Storey Office Tower in Upper Hill
Further, in its notice, NEMA detailed that the Upper Hill project, proposed by the County Pension Fund, will include office spaces, parking silos, conference rooms, a podium, a restaurant, a roof terrace, an observation deck, and other supporting facilities.
“The proponent, County Pension Fund, proposes to construct a 43-storey office block comprising parking silos, conference rooms, a podium, offices, a restaurant, a roof terrace, an observation deck, associated facilities, and amenities on plot L.R. Nos. 13/793,794,795,796 and 801, along Masaba Road, Upperhill, Nairobi City County,” it explained.
The Authority has invited members of the public to submit oral or written comments on the proposed development within 30 days to support its decision-making process before the project is considered for approval.

Kileleshwa Residential Development
A proposal has been submitted for the construction of a 22-story residential development along Laikipia Road in Kileleshwa, Nairobi.
The project will comprise 180 apartments, including two-bedroom, three-bedroom, and duplex units, alongside amenities such as parking, a swimming pool, a fitness center, a private spa, and co-working spaces.
Westlands Residential Development
A separate proposal seeks to construct a 25-storey residential building along Chiromo Road in Westlands, Nairobi.
The development will feature 207 apartments, including studio, one-bedroom, and two-bedroom units, with facilities such as a swimming pool, lounge, sauna, gym, and co-working spaces.

“The proponent, Kento Residences Westlands Limited, proposes to construct a 25 storey residential building (4 No basement, ground floor, 25 No upper floors and a roof terrace) comprising a total of 207 apartments (46 No studios, 115 No one bedroom units and 46 No two bedroom units), Swimming Pool, Lounge, Sauna, Gym, refreshment area, co-working spaces and water storage associated facilities, other associated amenities and facilities on plot L.R. No. Nairobi/block 34/433 (L.R. No. 209/76/7), along Chiromo Road, Westlands, Nairobi City County,” the notice detailed.
Rift Valley Development Trust Tech City
The Rift Valley Development Trust has proposed the development of a Special Economic Zone (SEZ) known as Tech City in Nakuru County.
The 1,046-hectare mixed-use project is planned to include residential neighborhoods, light industrial areas, commercial centers, institutional facilities, and recreational infrastructure.
