The National Assembly has voted to approve the appointment of Dorcas Oduor as the new Attorney General (AG) and Beatrice Askul as the Cabinet Secretary (CS) for the Ministry of East African Community Affairs and Regional Development.
This comes after the National Assembly’s Committee on Appointments committee, which concluded the vetting of the Cabinet Secretaries on Friday, August 9, approved the nomination of Oduor and Askul.
“THAT, taking into consideration the findings of the Committee on Appointments in its Second Report on the vetting of the nominees for appointment to the Offices of Cabinet Secretaries of EAC and attorney General of the Republic of Kenya, laid on the Table of the House today, Wednesday, August 14, 2024, and pursuant to the provisions of Article 152(2) of the Constitution and sections 3 and 8 of the Public Appointments (Parliamentary Approval Act, 2011,” reads the report.
“This house approves the appointment of the following persons, Beatrice Askul Moe as Cabinet Secretary for East African Community Affairs and Regional Development and Dorcas Agik Oduor, Senior Counsel as the Attorney General of the Republic of Kenya.”
Dorcas Oduor will now become the nation’s first female Attorney-General.
The AG Nominee is currently the Deputy Director Public Prosecutions (DPP) and Head of Economic, International and Emerging Crimes at the Office of the Director of Public Prosecutions (ODPP).

A career Prosecution Counsel, Dorcas Oduor has previously served in the Public Prosecutions space for more than 12 years having begun her career as a State Counsel in 1991.
Oduor was admitted to the bar as an Advocate of the High Court of Kenya in 1992, having attained her postgraduate Law Diploma from the Kenya School of Law in 1991.
She holds a master’s degree in international Conflict Management and a Bachelor of Laws Degree (LL. B) from the University of Nairobi where she graduated in 1990.
Dorcus Oduor has been a member in various agencies/commissions including as Chair of the Board on Criminal Psychiatrics (on behalf of the Attorney General) and Chairperson of the Board of Review on Mentally Insane (Criminal Psychiatric),
Dorcas Oduor has also served as Assisting Counsel in the Akiwumi Commission on Land Clashes, Assisting Counsel in the Bosire Commission on the Goldenberg Affair and Assisting Counsel in the Kiruki Commission on Artur Brothers.
The new Attorney General nominee has in the past assumed the roles of Joint Secretary of the Police Reform Commission, (Ransley Commission) and Member of the National Task Force on Money Laundering and Terrorist Financing.

Meanwhile, Moe is a Social Scientist and a Consultant who has previously served as the County Executive Committee Member in charge of Water, Irrigation, Agriculture and Land Reclamation in Turkana County Government between 2013 and 2015.
She was among the first ever County Executive Committee Members in Governor Nanok’s administration.
Beatrice Askul has previously served as a Director of the Rift Valley Water Services Board, and a Chairperson Technical Committee of the Rift Valley Water Services Board.
Moe has also held the position of a Chairperson Audit Committee to the Rift Valley Water Services Board, Project Officer AMREF Kenya Turkana Project and Relief Officer for the Oxfam Turkana Relief Program.
