Russian President Vladimir Putin has suffered a major setback following an attack by Ukrainian forces led by President Volodymyr Zelenskyy on Moscow’s largest power plant on the night of Saturday, November 22, 2025.
This assault could lead to widespread blackouts affecting millions of Russians, though the full extent of the damage remains unclear.
Reports indicate that Ukrainian forces targeted the Shatura Thermal Power Plant, which is among Russia’s largest power facilities, generating 1.5 gigawatts (GW) primarily from gas.
Zelenskyy Attacks Moscow’s Largest Power Plant
A viral video shared on social media captured a massive explosion on the northern side of the plant, lighting up the night sky with a fireball and sending flames soaring over the buildings, while shocked residents were heard shouting in Russian.
As of now, there has been no official confirmation from either Kyiv or Moscow regarding the attack.
However, multiple reports suggest it may have involved a drone strike. This incident comes after heavily bombed Ukraine’s power grid, indicating a potential Ukrainian retaliation by targeting Russian infrastructure.

In the weeks leading up to this event, Russia has launched massive and systematic strikes on Ukraine’s energy grid, causing widespread power outages and significant damage to thermal power plants, substations, and other energy infrastructure.
On November 21 and 22, 2025, Russian forces targeted energy facilities in the Kharkiv and Dnipropetrovsk regions, leading to additional power outages, and also attacked the Lozova community, damaging critical infrastructure.
As the conflict between Russia and Ukraine escalates, U.S. President Donald Trump has proposed a peace plan to both Zelenskyy and Putin, aiming to bring an end to a war that has persisted for nearly four years.
Trumps Issues 28-Point Proposal to End War Between Ukraine and Russia
The detailed 28-point proposal is intended to broker a ceasefire and halt Russia’s aggression in Ukraine.
The plan involves direct U.S. engagement with both leaders and has sparked intense debate, with critics arguing it is overly favorable to Russia.
Among its provisions, the plan reportedly includes challenging concessions for Ukraine, such as ceding territory, including the Donbas region, capping the size of its military, and embedding in its constitution a pledge not to join NATO.

In return, Ukraine would receive some form of security guarantees from the U.S. and its allies, along with access to frozen Russian assets for reconstruction.
Zelenskyy has expressed that his country faces a tough choice regarding the U.S. peace proposal, weighing the importance of national “dignity” against the risk of straining relations with a key ally, the United States. He confirmed that his government is examining the plan’s details but remains steadfast against ceding territory or compromising national interests.
Putin responded positively to the U.S. peace proposal, stating that it “can also form the basis for a final peaceful settlement.”
However, he stated that Russia is prepared to continue its military operations if Ukraine rejects the plan.
