The Prime Cabinet Secretary, Musalia Mudavadi, gave an account of a past near-death incident involving him and the late former Prime Minister Raila Odinga in Nairobi.
Speaking during the Report on the Framework for Reparations for Victims of Human Rights Violations at State House, Nairobi, on June 15, Mudavadi revisited protest-related events involving him and Raila.
He recalled that during demonstrations against what they considered a non-responsive electoral body, they were chased by police and subjected to forceful dispersal.
Musalia Mudavadi stated that the situation involved incidents of brutality against protesters.
“We were chased by the police, brutalized along the way, and when we reached Uhuru Park along Haile Selassie Avenue, a bullet went through my car,” he narrated.

Further, the Prime CS recounted an incident along Haile Selassie Avenue near Uhuru Park where a bullet reportedly passed through his vehicle during the unrest.
Musalia Mudavadi described the episode as part of the broader violence experienced during the protests and one of the most dangerous moments of the incident.

He further narrated another protest along University Way where police lobbed tear gas into a vehicle they were traveling in with Raila Odinga, saying Raila experienced severe breathing difficulties and required immediate assistance before they managed to escape.
Mudavadi said Raila Odinga’s condition was so severe during the incident that he feared he would lose his life.
He confirmed that they were able to respond quickly because there was water in the car, which he used to administer first aid before they managed to escape.
“As we were being dispersed, some excited policemen lobbed a tear gas canister into a vehicle in which Raila and I were. Raila was significantly older than me, and he had serious difficulties breathing. I thought he would lose his life. Luckily, we had some water in the car, and I administered some first aid on him for us to escape,” he recalled.

Mudavadi Calls for Legal Reforms to Prevent Future Human Rights Violations
Musalia Mudavadi said compensation alone is not enough to address human rights violations, arguing that the ultimate goal should be to prevent similar incidents from happening again.
He emphasized the need for a clear legal framework to safeguard citizens and urged institutions involved in drafting laws, including the Interior Ministry and the Attorney General’s office, to prioritize civic education for children as part of long-term reforms.
