President William Ruto has nominated Francis Meja for appointment as the Chairperson of the Public Service Commission (PSC).
An Executive Order issued on January 21 confirmed that Meja continues to serve as a Member of the PSC, a position he has held since January 2025.
“His Excellency the President has today nominated Mr. Francis Meja for appointment as the Chairperson of the Public Service Commission,” read part of the statement.
In line with constitutional requirements for State appointments, President Ruto has transmitted Meja’s nomination to the National Assembly for consideration and approval.
Francis Meja Career Background
Francis Meja previously held several senior executive roles, including as the founding Director-General of the National Transport and Safety Authority (NTSA).
His public service experience also includes serving as a Council Member of Murang’a University of Technology and as the Registrar of Motor Vehicles in the Ministry of Transport.
In addition to his public sector experience, Meja has over 15 years in banking and financial services.
Meja served as the Director-General of the National Transport and Safety Authority (NTSA) from 2014 until early 2020, a period during which he oversaw the automation of the agency’s operations, including the rollout of the Transport Integrated Management System (TIMS).
After leaving NTSA, Francis Meja ventured into elective politics and sought the United Democratic Alliance (UDA) nomination for the Kajiado gubernatorial seat in the August 2022 General Election, but lost in the party primaries to Katoo ole Metito, who garnered 72,679 votes.

In November 2023, Mr. Meja shifted to the education sector following his appointment by the former Education Cabinet Secretary Ezekiel Machogu as a member of the Council of Murang’a University of Technology for a three-year term, effective November 10, 2023.
He has held various management positions at Equity Bank Kenya PLC and the Housing Finance Company of Kenya (HFCK).
Francis holds a Master of Business Administration (MBA) in Strategic Management from the University of Nairobi.

PSC Chairperson Position Falls Vacant
The seat of the PSC Chair fell vacant after Ambassador Antony Muciri was appointed by President William Ruto to serve as Kenya’s Ambassador to Turkey in August 2025.
52 applications were received by the close of the PSC advertisement period on November 20, 2025.
After consideration, the Selection Panel shortlisted the 12 candidates to appear for interviews on the dates and times indicated against their names.
Apart from Francis Meja, other notable candidates on the shortlist included: former PSC Commissioner Dr. Reuben Chirchir, Dr. Jane Musangi Mutua, who is currently the Chairperson of the Council for Garissa University, and Amb. Simon Nabukwesi, who previously served as Principal Secretary in the State Department of University Education and Research, as well as Kenya’s High Commissioner to Canada and Ambassador to Cuba.
