Chief Justice Martha Koome has issued 465 lawyers with Electronic Practicing Certificates.
465 lawyers received the electronic practicing certificates during their admission to the bar as advocates of the High Court in a function presided over by CJ Koome on Thursday, March 2.
Moreover, the Chief Justice stated that the judiciary is celebrating a huge milestone in the ongoing automation process.
“Over the past five years, we have deployed various technology solutions in the dispensation of justice,” CJ Koome said.
According to Koome, the Judiciary has so far managed to implement the Case Tracking System, Judiciary Financial Management System, Judiciary e-Filing System and Virtual Courts.
“The Judiciary’s Advocates’ Section is going paperless to ensure efficient delivery of services to lawyers, using the Judiciary Advocates Management System (JAMS),” she added.
The CJ further noted that JAMS enables the Judiciary to discharge functions conferred by the Advocates Act, the Notaries Public Act, and the Oaths and Statutory Declarations Act.
According to Koome, functions of JAMS include
- Maintenance and Custody of Advocates’ Files
- Processing of Petitions for the Admission of Advocates
- Issuing Advocates’ Annual Practicing Certificates
- Processing Applications for the Appointment of Commissioners for Oaths

“In addition, we are fast-tracking Processing of Applications for Appointment of Notaries Public, Annual Renewal of Notary Public Certificates, Validation and Verification of Advocates Licenses,” CJ Koome said.
Furthermore, Chief Justice Martha Koome noted that JAMS is changing judiciary’s internal mechanisms and service delivery to advocates. She says these processes were manually run in the past.
Koome added that the Electronic Practicing Certificates will help improve the efficiency in judicial procedures by addressing delays and other challenges.
