Owen Baya is a Kenyan politician and the Member of Parliament for Kilifi North Constituency in Kilifi County.
First elected in August 2017, he successfully retained his seat in the August 2022 general election and is currently serving his second term, which runs through to 2027.
He was elected under the umbrella of the United Democratic Alliance (UDA) and holds the position of Deputy Majority Leader in the National Assembly.

Simultaneously, he joined Pwani University in 2009, where he has served as both a Lecturer and Deputy Registrar, positions he held through to 2013 and beyond.
In 2013, he was appointed County Secretary and Head of Public Service in Kilifi County Government, serving until 2017.
That same year, he was first elected to the National Assembly and has since been a consistent presence on the Departmental Committee on Lands and the Committee on Implementation.
