Days after thousands of youth flocked to the State House for an economic empowerment forum, former Senior Economic Advisor in President William Ruto’s administration, Moses Kuria, has questioned how the economic handout will shape the outcome of the 2027 polls.
In a poll on August 10 published on his X account, Kuria appeared to question how handouts and real jobs would decide the next elections.
Kuria proposed a possible referendum posing a choice between “Real Jobs Via Production VS. Economics of Handouts.”
“Today is 10th August 2025. We shall go to the next General Elections on 10th August 2027. If you find the following referendum question, how would you vote? Real Jobs Via Production Vs. Economics of Handouts,” Kuria said.
During the Saturday 9 event, Ruto sought to push a narrative of economic inclusivity, as part of his bottom-up agenda.
Today’s empowerment of more than 1,100 business groups in Nairobi confirms our dedication to uplifting those who have been living at the margins of our society for far too long. But we are not stopping there. Hundreds of thousands of small enterprises across the country are being supported with tools, equipment, and funds to drive their businesses because Every Hustle Matters,” Ruto said.
The head of state added, “Beginning next month, 70 young people in each of our 1,450 Wards will receive Sh50,000 each to start and boost their business in a joint programme between the Government and the World Bank. That is how we are building a more transformed, more inclusive and more equal Kenya.”
Divided Kenyans
Kuria’s poll has sparked a debate on X (formerly Twitter) among Kenyans, who are sharing their opinions on the next election.
X users Donah Mugoh and Kwame of suddenly “being clever” after resigning from the Kenya Kwanza administration.
“How are you suddenly clever?” Kwame asked.
However, Bonventure Nalugala said the two proposals should run concurrently to ensure development and meet the needs of Kenyans.
Nalugala stated that some of the development projects does not meet the immediate needs of the people.
“How does constructing Expressway in Nairobi translate to a family in Busia feeding her children? Empowerment in Busia will feed many. Expressway should happen alongside empowerment,” Nalugala wrote.
Another user named Onchiri argued that handouts are often given to win political support and not to help people.
On the other hand, the X user said real jobs help grow the economy and improve people’s lives.
“Handouts are used to buy political mileage; real jobs build the economy they change the lives of families. Basic needs can easily be accessed through handouts where people end up getting Ksh2000 in a group of 20 people,” Onchiri wrote.
Kuria Slammed for Misleading Kenyans
However, a section of the users also criticized Kuria for misleading Kenyans with his statements.
A user named Michael stated that Kuria said there will be no election in 2027 but he is now saying the election will be held in two years.
“Why are you confusing people last time you said there will be no election in 2027?” Michael asked.
Possibility of Chaos After 2027 Election
His poll comes days after he hinted that there are four presidential candidates likely to cause chaos after the 2027 election.
Kuria recalled the events of the 2007 general elections, stating that several analyses and predictive models were carried out.
He said all the analyses, both local and international, pointed to a very high likelihood of post-election violence, but they were downplayed.

Kuria claimed that Kenya is back to the same spot two years before the next elections.
He stated that there is a model that highlights four candidates who will cause chaos whether they win or lose the election.
“I came across one model recently, which I tend to agree with. There are 4 potential Presidential candidates whose victory or defeat will lead to violence in equal measure. They win, we fight; they lose, we fight,” Kuria said.

However, he stated that peace will prevail when two candidates win the next election
“There are two candidates whose victory will lead to peace after the elections. I hope someone somewhere is analyzing all possible scenarios,” he added.
