Prime Cabinet Secretary (PCS) Musalia Mudavadi has suffered a blow after his long-serving Communcation Strategist Kibisu Kabatesi resigned, barely a year after joining the ruling regime.
In a letter dated October 25, 2023, Kabatesi thanked President William Ruto for giving him the opportunity to serve in the government as the Secretary, Government and Strategic Communications in the office of the Prime Cabinet Secretary (PCS).
Further, he thanked President Ruto and PCS Mudavadi for the time and support during his service in the office of the president.
“I would have wished that we continued the great work of streamlining government communications to create a conversation between government it’s citizens, save that for personal reasons, I undertake to resign from the of Secretary, Government Strategic Communications effective November 1, 2023,” said Kabatesi.
Kabatesi emphasized that his resignation is out of a clear conscience and utmost humility.
Additionally, he stated that he will be open to apply his talent in serving the country in the future.
“Vide this letter, may I humbly request for payment of all my accumulated dues/arrears simultaneously with my resignation,” he added.
Kabatesi on Mudavadi-Kuria Wrangles
Kabatesi’s resignation letter came ten days after he issued a clarification on the alleged wrangles between PCS Mudavadi and CS Public Service Moses Kuria.
In a letter dated October 15, Kabatesi warned the media warned the media against splashing headlines alleging tussles between the two leaders over office space.
“At the outset, in the hierarchy of Government Organization pecking order, the Hon. Moses Kuria cannot invite a brawl with his superior, the PCS,” said Kabatesi.
However, he explained that there are no known wrangles related to allocation of offices that the Office of the Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs (OPCS-MFDA) is aware of contrary to the said misrepresentation of facts.

He said PCS-MFDA has been a squatter at the Treasury Building awaiting completion of renovations and refurbishment of his Railways Headquarters office that is now near finalization.
Nonetheless, he stated that the PCS-MFDA has already relocated to the premises pending completion.
“To therefore allege that Treasury Building is designated as the office of the PCS-MFDA is to convolute public evidence in the Executive Order No1 of January 2023 that designates the office as at Kenya Railways headquarters, off Haile Selassie Avenue, P.O BOX 62345 – 00100, Nairobi,” explained Kabatesi.
Ruto Executive Order
Furthermore, Kabatesi said until and unless Executive Order No.1 of January 2023 is vacated by President Ruto with another Executive Order, the status quo would remain.
“Any public servant purporting to allocate Ministerial locations or portfolios is misguided to the extent that they are attempting to usurp a function that belongs to the President,” stated Kabatesi.
Besides, he said such action can be attributed to enthusiastic flight of imagination adding that it can cause disorder and discord among members of the Cabinet and disorient collective responsibility of the Cabinet.

Additionally, he explained that portfolio designation is the prerogative of the President and cannot be usurped by a Civil Servant.
Also, he said, the State Department of Performance Management under which the Public Service Performance Management Unit falls was deployed to the Ministry of Public Service in the recent reorganization of government.
Subsequently, he explained that all the other institutions that support the PCS’s function of “Coordination and Supervision of Government Ministries and State Departments”; and “Oversee of the Implementation of National Government policies, programmes and projects” were not affected as speculated by the media.
Finally, he urged the media to report facts as they are and avoid creating conflict within the government.
