Kihiki said Kenyans are opposed to external borrowing and internal borrowing mechanisms like Finance Bill, yet they want the president to implement development projects.
She explained that she does not want the president to borrow but criticized Kenyans for fighting Public-Private Partnerships (PPPs).

“Ok good people, am sitting here wondering what Kenyans really want? You don’t want the President to borrow any more money (I get it and prefer he doesn’t too) but when we have willing investors for PPP’s then you are all up in arms? Then you also don’t want him to raise money internally – Finance Bill! But yet you want big things done!!” Kihiki said.
Additionally, Kihika highlighted some of the demands made by residents of Nakuru County.

She stated that her people want the dualling of the Rironi – Mau Summit Road, completion of the Itaare dam completed and Lanet Airport.
The Governor wondered how President Ruto should raise funds for these projects if Kenyans frustrate all his efforts.
“We want our poor road networks upgraded where is he supposed to get this money from? He wasn’t a magician the last time I checked,” she said.

Susan Kihika Defends PPPs
In a question to Kenyans, Kihika said it would be sensible for PPPs to handle some of the infrastructural projects especially those that are very expensive but necessary.
She stated that foreign Airports like JFK ($9.5B Terminal 1 & $4.2B Terminal 6), Heathrow (£14B expansion), and Istanbul ($12B new airport) have thrived under PPPs.

Kenyans Should Support Govt
The Governor said the government if faced with huge debts and urged Kenyans to embrace PPPs to propel development.
Kihika said Kenya should maximize local resource mobilization and PPPs for a prosperous future.
“As we face limits on debt and as local resource collection mechanisms face challenges, it’s time to embrace sustainable development solutions such as PPPs for Kenya’s infrastructure growth,” she said.
However, Kihika said Kenyans have become negative towards the government and are almost unpatriotic to their country.
“We have become extremely negative as a people. Very cynical and dare I say almost unpatriotic,” she said.
