A Personal Assistant (PA) to a sitting Member of Parliament (MP) was arrested on Wednesday, June 4, in connection with an alleged land-grabbing incident. In a statement, the Directorate of Criminal Investigations (DCI) said the accused, Victor Katana Mganga, is the Personal Assistant to an MP in the coastal region.
DCI stated that Katana was arrested and charged after investigations into a disputed 3-acre parcel of land located in Kilifi South were completed.
The Investigative Agency believes that Katana grabbed the piece of land from the owner.
“Victor Katana, a Personal Assistant to a Member of Parliament in the coastal region, was arrested and charged following completion of investigations involving a disputed 3-acre parcel of land located in Kilifi South, which he is believed to have grabbed from the original owner,” reads part of the statement.
DCI said Katana’s arrest is part of the ongoing efforts by police to deal with land fraudsters who have become a nightmare for landowners.
He was arraigned at Shanzu Law Courts, charged with the two counts.
“A notorious suspect in a case of malicious damage to property and conspiracy to commit a felony, one Victor Katana, has been arraigned at Shanzu Law Courts, charged with the two counts,” adds another part of the statement.
DCI Investigations into the Case
In the case dating back to June 2024, Katana is said to have destroyed a perimeter wall erected by the landowner.
The land was sub-divided into three plots consisting of an acre each.
After opening an inquiry and painstakingly pursuing the case, Kilifi South detectives found the PA culpable.

The Office of the Director of Public Prosecutions (ODPP) consented to these findings.
Appearing before Shanzu Chief Magistrate’s court, the suspect pleaded not guilty to the charges.
He was remanded at Shimo la Tewa prison till June 11, 2025, awaiting a pre-bail report.

Constituencies in Kilifi & Mombasa
Although the DCI have not revealed the name of the MP, it has confirmed that the MP is from the Coast.
The piece of land is located in Kilifi County, which comprises 7 constituencies.
This includes Kilifi North, Kilifi South, Kaloleni, Rabai, Ganze, Malindi and Magarini.
However, Katana was charged at Shanzu Law Courts and is currently at Shimo la Tewa prison, both located in Kisauni Constituency, within Mombasa County.
The other 5 constituencies in Mombasa County are Changamwe, Jomvu, Nyali, Likoni and Mvita.
