The Trump administration’s new plan to end the war in Ukraine would reportedly compel Kyiv to hand over the Donetsk region.
Reuters on Wednesday, November 19, revealed that the framework would involve Kyiv making significant concessions, including giving up certain territories and limiting its military capabilities.
According to Axios, the plan contains 28 points and would see Ukraine withdrawing forces from the Donetsk region, effectively ceding control of the Donbas to Russia.
The Donetsk and Luhansk regions would become a demilitarized zone, with Russia also barred from deploying troops.
Trump-Backed Proposal Calls for Ukraine to Hand Over Crimea and Donbas
The front line in the Zaporizhzhia and Kherson regions would be frozen, with the possibility of some territories being returned to Ukraine after future negotiations.
Under the proposal, the United States and its allies would recognize Crimea and the Donbas as Russian territory, but Ukraine would not be obliged to do the same.
The framework also calls for a significant reduction in the size of Ukraine’s armed forces—sources suggest by half or more—and restrictions on the use of long-range weapons capable of striking deep into Russia.
In addition, Ukraine would recognize Russian as an official state language and grant the Russian Orthodox Church official status. Foreign troops would be barred from being stationed in Ukraine.
In return, the U.S. is expected to offer Ukraine security guarantees in the event of renewed Russian aggression, though the specifics of those guarantees have not been disclosed.

EU Top Diplomat Says Peace Plan Requires Support from Ukraine and Europe
The European Union’s top diplomat has cautioned President Donald Trump that any U.S.-crafted peace plan with Russia will only succeed if both Europe and Ukraine support it.
Kaja Kallas, the EU High Representative for Foreign Affairs and Security Policy, stressed Europe’s commitment to a “long-lasting and just peace” as she arrived for a meeting of EU foreign ministers in Brussels on Thursday, November 20.
“What we as Europeans have always supported is a long-lasting and just peace, and we welcome any efforts to achieve that,” Kaja Kallas, the EU High Representative for Foreign Affairs and Security Policy, said as she entered a meeting of EU foreign ministers in Brussels, Belgium, on Thursday.
“Of course, for any plan to work, it needs Ukrainians and Europeans on board. So, this is very clear.”
Kallas stressed that Russia is the aggressor and Ukraine is the victim, and that Russia has made no concessions.
“If Russia really wanted peace, it could have agreed to an unconditional ceasefire already some time ago, whereas we see again over this night bombings of civilians,” she added.

Rubio Calls For Realistic Ideas and Concessions to End Ukraine War
At the same time, US Secretary Marco Rubio emphasized the importance of developing serious, practical strategies to end the war in Ukraine.
In a statement on November 19, Rubio said that achieving lasting peace will require both Ukraine and Russia to make difficult but necessary concessions.
He added that he and his team are actively compiling a list of potential solutions to the conflict, drawing on input from both sides.
Rubio noted that any effective plan must be grounded in realism and mutual agreement to address the complex and deadly nature of the war.
“Ending a complex and deadly war such as the one in Ukraine requires an extensive exchange of serious and realistic ideas. And achieving a durable peace will require both sides to agree to difficult but necessary concessions,” read part of the statement.
