A chief has collapsed during the graduation of 1,837 Chiefs and Assistant Chiefs presided over by President William Ruto.
The chief collapsed on Monday, December 1, 2025, morning, when Interior Cabinet Secretary Kipchumba Murkomen was delivering his address at the National Police College, Embakasi ‘A’ Campus. He was among the graduating officers standing in uniform, listening to the speeches.
CS Murkomen was speaking about the rising deployment of goons in political events across the country when he briefly paused his remarks after noticing the commotion and instructed officers nearby to assist.
“There is a phenomenon going on in the country, especially perpetuated by political leaders, where people, when they want to go for their meetings, they have to mobilise goons to come to cheer them, and they are carrying machetes, rungus, and other things. These chiefs have had a very rough time managing public events, including funerals. From the ministry, we have discussed with the IG, the most important issue we must deal with in the next few months,” Murkomen said before he was interrupted by the incident among the officers who were lined up facing his direction at the dais.
“Please attend to the officer,” the CS can be heard saying as he resumes to his address.
A video seen by The Kenya Times showed the chief, who had been standing in the front row, lying face down as fellow officers and medical personnel responded.

Murkomen later resumed his speech before inviting President Ruto to deliver the keynote address.
The Head of State praised chiefs for their role in raising the number of registered farmers from 300,000 to more than five million in just three weeks.
“When I came into office, we had only 300,000 registered farmers. But in a record three weeks, chiefs and assistants across Kenya raised that number to above five million, and they did it free of charge. I want to say congratulations to the chiefs,” he said.
1,837 Chiefs and Assistant Chiefs graduate
The graduating cohort has completed induction, paralegal, and security management training, a programme designed to strengthen administrative leadership and enhance service delivery at the grassroots.
This marks the third cohort to complete the revamped training curriculum, bringing the total number of trained Chiefs and Assistant Chiefs since August 2025 to 5,892.

The graduation forms part of the government’s broader plan to professionalize National Government Administrative Officers (NGAOs) by deepening their legal and security competencies while reinforcing local governance structures.
In September, CS Murkomen announced intentions to arm chiefs in Kenya’s border and high-risk frontier regions, subject to rigorous security vetting, specialized training, and adherence to standard firearm licensing procedures.
