Former MP and ODM Official Rejects Ruto’s Appointment

National Treasurer for the Orange Democratic Movement (ODM) and former Kitutu-Masaba Member of Parliament Timothy Bosire has rejected his recent appointment by the Head of State.

In a gazette notice dated January 17, President William Ruto had appointed Timothy Bosire, to lead the board of the National Transport and Safety Authority (NTSA).

According to the Nation, Bosire cited consultations with his friends and family as the reason for his decision to decline the role.

“After consultation with a section of the leadership, my family and friends, I have come to the conclusion that I must decline this appointment. I thank the appointing authority, His Excellency President William Ruto, for his consideration,” Bosire said.

ODM Treasurer Timothy Bosire Rejects Appointment as NTSA Chair

The former lawmaker was to lead the board for a period of three years after the appointment of Manoj Shah who previously held the position was revoked.

“I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint— Timothy Bosire to be the non-executive Chairperson of the Board of Directors of the National Transport and Safety Authority, for a period of three (3) years, with effect from the 17th of January 2025,” the appointment notice read.

This rejection comes on the heels of another high-profile refusal. A week earlier, former Information, Communication and Technology (ICT) Cabinet Secretary Dr. Margaret Nyambura Ndung’u also turned down her nomination by President Ruto to serve as Kenya’s High Commissioner to Ghana.

Head of State Appointees Decline Job Offers

Nyambura, who was scheduled to appear before the Defence, Foreign Relations and Intelligence Committee on January 10, 2025, opted instead to send a letter citing personal and family issues that made it impossible for her to accept the offer.

“I would like to give my appreciation for the invitation to appear before the departmental committee on Defence, Intelligence, and Foreign Relations on January 10, 2025. Pursuant to section 6(10) of the Public Appointment Parliamentary Approval Act No.3 of 2011, I wish to inform you that I would not appear before the said committee at the time and venue specified for approval hearing.

“This has been compelled by my personal and family matters which matters taking into consideration would not allow me to take up the position as the High Commissioner to Ghana as nominated by President William Ruto,” Nyambura’s letter to the Clerk of the National Assembly read out by MP Nelson Koech stated.

Ndung’u became the second high-profile nominee to turn down an ambassadorial appointment under Ruto’s administration, following the rejection by former Mugirango West MP Vincent Kemosi last year.

Kemosi, nominated in March 2024, also cited personal and compelling family matters as his reason for declining the post.

Meanwhile, in October last year, Machakos Town MP former MP Victor Munyaka also declined his appointment by President Ruto to the chairmanship of the Kenya Animal Genetic Resource Centre, citing the prevailing political tension in the country as a key factor.

“I thank the Head of State for offering me the opportunity to serve Kenyans in such a capacity. However, after soul-searching and extensive consultations, I have made the difficult decision to respectfully decline this appointment,” he said earlier.
