President William Ruto has revealed plans for a national plan to succeed the Vision 2030 economic blueprint, a long-term development strategy aimed at guiding the country’s transformation over the next three decades.
Addressing the nation from State House on July 30, Ruto said the new blueprint would provide a fresh framework for guiding Kenya’s economic and social transformation.
The President described the initiative as a major national undertaking that should move beyond political interests and focus on a shared vision for the country’s future.
“Last week, I had the honour of receiving proposals on strategic guidelines for Kenya’s long-term national transformation. On Wednesday, 12 August 2026, we shall formally launch a national conversation on Kenya’s future beyond Vision 2030,” Ruto said.
He said the discussion on Kenya’s future development must rise above election cycles and create a common direction that can be sustained by successive governments.
Ruto Calls for Citizen-Led Process to Develop Kenya’s New Blueprint
In addition, President William Ruto said the development of Kenya’s next long-term blueprint will not be left to government officials or a small group of experts, insisting that the new blueprint must be shaped through broad public participation.

The President said he had spent several months consulting different groups, including current and former national leaders, politicians, scholars, business executives, religious leaders, professionals, civil society representatives and young Kenyans from across the country.
The consultations, according to him, had strengthened his belief that a national development vision meant to guide Kenya for decades must reflect the ideas and aspirations of citizens.
According to Ruto, the new blueprint should be created through a process that captures the collective experiences, creativity and expectations of citizens while also considering successful ideas and lessons from other parts of the world.
He said the approach would ensure that the country’s long-term development priorities are not tied to a particular administration or political movement but instead represent a shared national agenda.
As part of preparations for the new blueprint, Ruto said he invited international and local experts, including Professor Hiroyuki Hino, Professor Anyang’ Nyong’o and other scholars, to begin examining Kenya’s future beyond Vision 2030.
“However distinguished they may be, nor can it emerge from a single institution or political formation. It must be forged through a genuinely people-driven, citizen-centered and future-focused national process, one that draws upon the collective wisdom, experience, imagination and aspirations of the Kenyan people while remaining open to the very best ideas the world has to offer. It was in that spirit that I invited Professor Hiroyuki Hino, Professor Anya Nyong’o and their distinguished colleagues to begin examining Kenya’s future beyond the Vision 2030,” said Ruto

Vision 2030 Approaches Final Horizon
Ruto said the need for a new roadmap has emerged as Vision 2030, Kenya’s current long-term development strategy, approaches its final phase.
Vision 2030 was launched in 2008 as a national blueprint aimed at transforming Kenya into a newly industrializing, middle-income country by 2030. The strategy was built around three key pillars: economic development, social progress, and political governance.
The President acknowledged that Vision 2030 played an important role in changing how Kenya approached national planning by encouraging long-term investment and coordinated development.
“The second reason why I believe this is our moment is because our current roadmap is approaching its destination. Vision 2030 has brought us this far, but it is approaching its horizon. It has served Kenya well. It transformed the way we think about national development, provided a common direction, inspired investment, guided policy in the public space, and demonstrated the power of long-term planning. But honesty also requires us to acknowledge that some of its ambitions remain unattained,” added Ruto,
