The Transport Licensing Appeals Board (TLAB) has issued fresh directives to the popular matatu Sacco, Super Metro Limited, following the hearing of a compliance case against the operator.
This comes after Super Metro, in a statement on Monday, April 14, informed the public and its customers that it had achieved 90 percent compliance with the directives previously issued by the National Transport and Safety Authority (NTSA) and the TLAB.

However, the company said that the Licensing Appeals Board subsequently suspended its operations to allow for the finalization of the remaining compliance measures.
In a ruling on Tuesday, the TLAB ordered Super Metro to immediately deliver eight identified vehicles with various violations relating to speed limiters for a compliance check at the Likoni Motor Vehicle Inspection Centre.

Super Metro ordered to disengage 269 drivers
In addition, the company has been ordered to immediately disengage 269 drivers and to present 31 vehicles with identified compliance inspection issues.

“THAT the appellant shall immediately disengage 269 drivers as per the list marked ‘SPM7’ annexed to the Respondent’s replying affidavit sworn on 10 April 2025,” reads part of the ruling.
“THAT the appellant shall immediately present 31 vehicles with identified compliance inspection issues at the Likoni Motor vehicle inspection center and submit compliance reports thereof to the Respondent’s Directorate of Safety.”

Furthermore, the TLAB directed that 42 Super Metro drivers with overspeeding violations be immediately presented for retesting at the Likoni Driver Test Centre.
The matatu Sacco has also been ordered to furnish the minutes and attendance list of its Road Safety Sensitization sessions for all drivers to the Director of Road Safety of the Respondent.
However, Super Metro suffered a blow after the Transport Licensing Appeals Board reinstated the suspension of its operations.
“THAT in the interim, pending compliance of orders 1-5 herein, the Respondent’s directive (NTSA/C/RT/010/2VOL.(1) dated 18 March 2025, suspending the operations of the appellant is hereby reinstated. The appellant shall forthwith cease operations pending further orders upon confirmation of compliance with the terms of the orders herein,” the ruling adds.
“THAT this order be served upon the Inspector General of the National Police Service.”
The TLAB further stated that the matter shall be mentioned on Thursday, April 17, to confirm compliance and to issue further directions as necessary.
