The Ministry of Education Cabinet Secretary (CS) Ezekiel Machogu has launched the fourth National Education Sector Strategic Plan (NESSP) 2023-2027 set to be in place for five years.
The Education CS while launching the plan on Thursday, June 6, 2024, said the ministry will require a total amount of Ksh5.2 trillion to implement the plan for the next 5 years.
CS Machogu during the launch which took place at the Kenya School of Government (KSG) in Lower Kabete, Nairobi County however noted that the government will avail Ksh3.47 trillion.
“Ksh3.47 trillion will be provided by the government, and we expect that we should be able to raise Ksh1.55 trillion from our development partners and household contributions,” Machogu said.

The plan spells out policy priorities, strategies and programs as well as guiding the Ministry in provision of access, equity and quality education among learners across the country.
Among the policy issues, the plan will address equity and inclusivity education quality, access and participation in education, relevance and education governance as well as accountability among others.

Strategic Plan Launched by Machogu
The key priorities in the new NESSP Strategic Plan 2023-2027 are in the three levels of education which entails Basic Education, Technical Vocational Education and Training (TVET) and Universities and Research highlighted below.
Under Basic Education, the Ministry plans to construct 16, 000 classrooms, employment of 116, 000 teachers, and re-tooling teachers on Competence Based Curriculum (CBC).
Others include provision of school meals for six million learners as well as automation of assessment construction/rehabilitation of Teacher Training Centers (TTC).
At the same time the Ministry intends to increase access to TVET by construction and equipping of TVET institutions in all constituencies, recruit 2, 000 technical trainers and instructors, automation and skills development and implementation of Competency-Based Education and Training (CBET).

University Reforms
On the other hand, the Ministry aims to expand the Open University of Kenya and implement new higher education financing model under Universities and Research.
Others include developing and rolling out tertiary CBET in universities as well as strengthen university-industry linkages.
Machogu had earlier in February this year announced that the ministry had aligned its strategies, activities and budget with the national government to improve efficiency.
The CS made the announcement during the presentation on the Draft Strategic Plan of NESSP 2023-2027 at the Kenya Institute of Curriculum Development (KICD).
“The draft is as a result of three working workshops, held prior to today’s validation, which was all inclusive, to reflect the wishes of the strategic partners and stakeholders,” he remarked.
In the strategic plan, the key pillars which have been identified as priority areas are equitable access and inclusion which calls for every learner regardless of their background or circumstance be equipped with high-quality education, training and research.
