Vehicle ownership transfers in Kenya are now processed online via the National Transport and Safety Authority (NTSA) through the eCitizen platform.
The system eliminates the need for manual paperwork, ensuring that buyers and sellers can complete the transfer digitally with minimal delays.
This exercise is digital, requiring both the seller and buyer to hold eCitizen accounts.
Initiating the Transfer by the Seller
The seller starts the process by logging in to the eCitizen portal using their ID number and password.
Once signed in, click on “Apply for Driving License.” At the bottom right, just after the driving license section, they will see the vehicle to be transferred.
The seller clicks on “View,” then selects “Motor Vehicle Services,” and chooses “Vehicle Transfer.”
From there, click “Apply,” upload the logbook in PDF format, and then click “Next.”
On the next page, they enter the buyer’s KRA PIN and click “Search.” The buyer’s details appear automatically.
The seller proceeds by clicking “Next,” choosing a preferred payment method, making the payment, and clicking “Complete.”
A payment invoice is then downloaded, confirming the transfer request.
Acceptance by the Buyer
After the seller completes the process, the buyer must log in to their eCitizen account to accept ownership.
Once logged in, a pop-up message appears at the top of the driving license section showing the pending logbook transfer.

The buyer clicks “Accept” and is guided through the process step by step until completion. Once confirmed, the logbook is officially registered in the buyer’s name.
Required Documents and Fees
For the transfer to succeed, several documents are required. These include:
- The original logbook (uploaded as PDF)
- KRA PIN certificates for both buyer and seller
- Identification documents such as National IDs.
For companies, a certificate of incorporation is also required.
A sale agreement, while optional, is advisable. Transfer fees vary depending on engine capacity.

Transfer fees vary depending on engine capacity. Vehicles up to 1000cc attract a fee of KSh 1,660, while those between 1601cc and 2000cc cost KSh 2,410.
For vehicles above 3000cc, the fee is KSh 5,055.
Notably, NTSA will not approve transfers if the vehicle has pending issues such as police cases, outstanding loans, or unpaid charges.
These must be cleared up beforehand. In most cases, the transfer takes up to seven working days, but delays may occur if documents are missing or details do not match.
