Education Cabinet Secretary (CS) Julius Migos Ogamba has made new appointments and re-appointments to the councils of Kitale National Polytechnic, Kisii National Polytechnic, and Sigalagala National Polytechnic.
In a gazette notice dated April 30, Ogamba appointed Genevieve Atamba Mwayuli as the non-executive chairperson of Sigalagala National Polytechnic, and Victor Keraro Nyarangi as a member.
The two will serve on the council for three years, effective April 30.
“In exercise of the powers conferred by section 5 (1) of the Sigalagala National Polytechnic Order, the Cabinet Secretary for Education appoints— Under subsection (a)—Genevieve Atamba Mwayuli – Chairperson, Under subsection (d)—Victor Keraro Nyarangi, to be the Non-Executive Chairperson and Member of the Sigalagala National Polytechnic Council, for a period of three (3) years, with effect from the 30th April, 2026.”
CS Ogamba Makes Key Appointments to Kitale and Sigalagala National Polytechnic Councils
The CS also re-appointed Vitalis Wekesa Sikuku and Phoebe Mumbua Mutua as members of the Sigalagala National Polytechnic Council for a three-year term effective April 30, 2026.

At the same time, Ogamba re-appointed Dr. Ondongo Sylus Were as a member of the Kitale National Polytechnic Council for a period of three years.
“In exercise of the powers conferred by section 5 (1) (d) of the Kitale National Polytechnic Order, the Cabinet Secretary for Education re-appoints— Ondongo Sylus Were (Dr.) as a Member of the Kitale National Polytechnic Council, for a period of three (3) years, with effect from the 30th April, 2026,” read the notice.

Appointments at Kisii National Polytechnic
In a separate notice, CS Ogamba re-appointed and appointed new members to the council of Kisii National Polytechnic.
The CS re-appointed Sharon Sabato and Marwa Stephen Muniko as members of the institution’s council for a further term of three years.
At the same time, he appointed Santino Ocharo Ratemo as the non-executive chairperson of the polytechnic council.
Jackline Mumbi Gitundu was also appointed as a member of the council under the latest changes.
All appointments take effect on April 30, 2026, and will run for three years.
“In exercise of the powers conferred by section 5 (1) of the Kisii National Polytechnic Order, the Cabinet Secretary for Education appoints— Under paragraph (a)—Santino Ocharo Ratemo – Chairperson, Under paragraph (d)—Jackline Mumbi Gitundu, to be the Non-Executive Chairperson and Member of the Kisii National Polytechnic Council, for a period of three (3) years, with effect from the 30th April, 2026.”
The appointments come as CS Ogamba warned principals of Technical and Vocational Education and Training (TVET) institutions against imposing fee structures not approved by the Ministry of Education.
Ogamba has cautioned that disciplinary action will be taken against those found in violation of the directive.
