The Government of Kenya plans to develop a Unified Analytics and Predictive Transport System (UAPTS) to integrate and consolidate transport data from multiple agencies.
During the first stakeholders’ consultative workshop for the Draft National Urban Transport Policy (NUTP) in Nairobi, Transport Principal Secretary Mohamed Daghar stated that the project is designed to improve urban mobility and enhance the quality of life for millions of citizens living in rapidly growing cities.
“The project focuses on improving urban mobility through policy, institutional strengthening, improvement in commuter rail services, non-motorized infrastructure, as well as Transit-Oriented Development (TOD),” read part of Mohamed’s statement.
Mohamed stated that NUTP, as one of the components under KUMIP, will support improvements to urban transport systems, ensuring they are well-planned, safe, affordable, and environmentally friendly.
In addition, he highlighted that the policy seeks to address integration, coordination, and planning for Non-Motorized Transport (NMT), Mass Rapid Transit (MRTs), urban land use, and institutional arrangements within the urban transport sector in Kenya.
Kenya Addressing Urban Transport Challenges
Mohamed highlighted that Urban areas in Kenya are experiencing rapid population growth and economic expansion, placing enormous pressure on transport systems.

He noted that the long commuting times, inefficient public transport, traffic congestion, and road accidents have increasingly strained urban mobility, undermining productivity and quality of life.
“These challenges not only derail productivity but also impact the quality of life for millions of citizens living in urban areas, especially in major cities with large populations,” read part of Mohamed’s statement.
Therefore, against this backdrop, the government, in partnership with the World Bank, is implementing KUMIP to modernize and improve urban mobility.

The Role of UAPTS
UAPTS will serve as an integrated, data-driven dashboard that consolidates transport information from multiple agencies into one platform.
Also, the system will enable real-time monitoring, advanced analytics, predictive intelligence, and evidence-based decision-making.

Despite limited transport data across agencies, hindering comprehensive sector monitoring, performance evaluation, and strategic planning, UAPTS will aim to bridge this gap by providing policymakers, transport authorities, operators, and the public with timely, accurate, and actionable insights.
By acting as the center for transport sector management, the UAPTS will inform decisions on infrastructure planning, traffic management, safety enforcement, and sustainability initiatives, helping Kenya’s cities respond more effectively to rising mobility demands and urban challenges.
