Kenyatta university (KU) is on the spot over Ksh280 million spent on the renovations of its closed campus in Rwanda.
According to a report by the Auditor General for the year ending 30th June 2023, the renovation works in the Kigali campus were set to cost approximately Ksh32.6 million as disclosed in the financial statements.
According to the report, the institution had paid Ksh 280 million more than the amount budgeted for the construction to the contractor.
“Further, review of records revealed that the contract sum for renovation at the Campus was Kshs.32,641,553. However, the contractor has been paid Kshs.312,819,454 to date resulting in an overpayment Kshs.280,177,901 or 858% of the contact sum,” revealed the Auditor general.
KU Criticized Over Ksh 280 million
In addition, the Campus work in progress was not supported by signed contract, pre-inspection reports, bill of quantities, award letter, inspection and acceptance report, and project implementation reports.
Further, the Auditor General stated that ownership documents were not provided and the expenditure on renovation was contrary to the National Treasury approvals for purchase of KU Kigali campus which recommended procurement of a ready to occupy building.

Further, the Auditor General stated that expenditure totaling over Ksh12 million was incurred on running the Campus.
The report reveals that this was contrary to the Ministry of Education direction on the request by the university to operate in Rwanda.
“This was contrary to the Ministry of Education Letter Ref: MOHEST/CONF/2/13.VII. (27) of 18 August 2016 which approved the request by the University to operate in Rwanda on condition that the National Treasury reviews and approves the business plan,” revealed the statement.
In addition, the business plan for the campus was not reviewed and approved by the National Treasury. In the circumstances, achievement of value for money on Rwanda Campus could not be confirmed.

Rwanda Campus Closed
Further, the institution’s Management has incurred a total cost of Ksh679.8 million on Kigali campus. In the circumstances, achievement of value for money on Rwanda Campus could not be confirmed.
This comes after, Jomo Kenyatta University of Agriculture and Technology (JKUAT) announced that it was selling a piece of its land in Kigali.
According to a notice on Tuesday, February 13, the institution indicated that it intended to dispose of the parcel of land after closing down its campus.
Further, the notice detailed that the piece of land, located in Kigali city was 45,479 square meters. The institution closed it Kigali campus officially in 2020 after a directive by the Ministry of Education.
