Kibabii University has emerged as the best-performing institution in terms of compliance with indices across various thematic areas, according to the Public Service Commission (PSC) values and principles report.
PSC said the evaluation targeted 585 institutions in six service sectors: Constitutional Commissions and Independent Offices, Ministries and State Departments, State Corporations and SAGAS, Public Universities, Statutory Commissions and Authorities, and Technical and Vocational Education and Training Institutes.

“The institutions that responded to the survey tool were 508, with a response rate of 86.8%,” PSC said.
Kibabii University Tops Public Institutions
According to the report, Kibabii University was followed closely by the State Department for Lands and Physical Planning in the second position.

Kenya Trade Network Agency and the State Department for Agriculture came third and fourth, respectively.
In the fifth position is Konza Technopolis Development Authority, followed by the Anti-Counterfeit Authority, Dedan Kimathi University of Science and Technology, and the Kenya National Bureau of Statistics (KNBS), respectively.
Ewaso Nyiro South Development Authority and the State Department for Co-operatives followed in positions nine and 10.
Furthermore, it was revealed that 1,392 (55.6%) respondents were unaware of the values and principles of workplaces while 140 (27.6%) evaluated institutions trained officers on values and principles during the 2023/2024 FY.
“96 (18.9%) institutions undertook civic education on values and principles and facilitated 449 civic education programmes that benefited 69,417 participants,” read the report in part.

Out of the 74 institutions which reported to have established new offices in the past three years, 60 (88%) did not have a workload analysis in place to inform the establishment of the new offices while 14 (22.4%) institutions had a workload analysis.
The 14 institutions were Auditor General, Office of the Deputy President, State Department for Lands and Physical Planning, Anti-Counterfeit Authority, and KASNEB.
Others were the Kenya Maritime Authority, NACADA, NEMA, Nursing Council of Kenya, Sacco Societies Regulatory Authority (SASRA), Water Services Regulatory Board (WASREB), Kibabii, Laikipia and Masinde Muliro University.
Staffing, Vacancies, and Employment Terms
319 (96.7%) of the organizations indicated that their staff establishment were informed by an approved organizational structure.
There were 310,735 posts in the approved establishments in 309 evaluated institutions. 197,395 (63.5%) posts were filled while 113,340 (36.5%) were vacant.
The report also disclosed that 180, 440 (77.8%) officers were serving on permanent and pensionable terms of service, while 38,837 (16.8%) were on fixed-term contracts.
Meanwhile, 2,106 (0.9%) public officers served on permanent terms without pension while 6,533 (2.8%) officers were serving on probation.
536 evaluated institutions reported to have 231,830 officers out of whom 9,371 (4.0%) in 142 (26.5%) institutions were temporary staff while 15,127 were casual.

The majority, 141,628 (61.1%), of public officers are aged between 19 and 46 while the average age of officers across the service sector was 42.8 years.
At the same time the report showed that 62 (11.6%) institutions reported having a total of 2,076 (0.9%) officers paid outside the payroll.
2,066 (0.9%) officers out of 231,830 were not paid salaries in the 2023/2024 FY.
The number of TVET tutors had increased from 11,181 in 2021 to 12,346 in 2024.
A total of 180 (33.6%) institutions reported having 1,015 (0.4%) officers on secondment.
