Nairobi is set for a major infrastructure overhaul after the Kenya Urban Road Authority (KURA) announced a tender to develop smart traffic systems, CCTV surveillance, and bridge works as part of the Nairobi Intelligent Transport System project.
The tender, valued at KSh10.85 billion (USD 83,834,000), seeks eligible Korean contractors to design and construct upgrades at 60 key junctions to improve traffic flow and urban mobility.
“The Government of the Republic of Kenya has received a loan from the Export-Import Bank of Korea, from the resources of the Economic Development Cooperation Fund (EDCF) of the Republic of Korea, for USD 83,834,000 (Eighty-Three Million Eight Hundred Thirty-Four Thousand United States Dollars) toward payments under the Contract for the Design and Build of the Nairobi ITS Establishment and Junctions Improvement Project – Phase II,” read the KURA procurement notice.
KURA Details Nairobi Smart Mobility Project and Completion Timeline
According to the KURA notice, the contractor will deliver the following key parts of the project:
- Implement the detailed design and construction of civil works for the improvement and upgrade of sixty (60) junctions’ configuration to meet adequate capacity for traffic demand;
- Installation of ITS field equipment, including sixty (60) Traffic Signal Systems, sixty (60) CCTV cameras, thirteen (13) Vehicle Detector Systems (VDS), two (2) Variable Message Signs (VMS), sixty (60) Vehicle Enforcement Systems (VES), street lights, etc.;
- Construction of a one (1) new bridge and extension of two (2) existing bridges;
- Training and skill transfer;
- Dispatch of Experts for post-project O&M support during warranty period.
“The Design-Build works, including commissioning and test operation, shall be completed within a period of thirty (30) months from the Commencement Date,” the authority stated.

According to KURA, the contractor will provide and deploy experts for a period of four (4) years to provide operational support and to assist the employer in achieving sustainable operation and maintenance of the Works.
How to Bid
KURA stated that bidding will follow procedures and the process is open only to eligible bidders, with participation restricted to entities of Republic of Korea nationality.
“Bidding will be conducted through Competitive Bidding (CB) procedures as specified in the Guidelines for Procurement under EDCF Loans, and is open to all eligible bidders, provided that all parties constituting the bidder have nationality of the Republic of Korea,” the notice stated.
Interested bidders may obtain further information and inspect bidding documents at the KURA Supply Chain Management Office, Barabara Plaza–JKIA, Nairobi, between 09:00 and 16:00 hours.
Bidding documents are available upon payment of a non-refundable fee of KSh 5,000, payable through bank deposit or telegraphic transfer to Kenya Urban Roads Authority account at Kenya Commercial Bank, Moi Avenue Branch.

According to the notice, a mandatory pre-tender site visit is scheduled for June 23, 2026, at 10:00 a.m. at KURA Children’s Traffic Park along Nyere Road, Nairobi.
A pre-bid conference will be held on 2 July 2026 at 10:00 a.m. at the KURA Board Room, Barabara Plaza–JKIA, Nairobi.
Tenders must remain valid for 120 days from the date of opening and must be accompanied by a bid security of USD 1 million.
The authority further directed that the submission deadline is August 4, 2026, at 11:00 a.m. (Nairobi time), with bids to be delivered to the KURA Supply Chain Management Office. Each submission must include one original and four copies, each in a sealed envelope.
The bid opening will take place immediately after the deadline on August 4, 2026, in Meeting Room 4, KURA offices at Barabara Plaza–JKIA, Nairobi.
