DCI Announces Resumption of Certificate of Good Conduct Processing

Processing of Certificate of Good Conduct to Resume- DCI

The Directorate of Criminal Investigations (DCI) has announced the resumption of Police clearance services, formerly known as certificate of good conduct, after a hiatus.

In a statement on Thursday, September 7, the directorate noted that it has taken measures to clear the backlog after technical hitches slowed down the process.

Moreover, the DCI explained that temporary hitches saw them resort to manual processing of certificates which led to the backlog.

According to the unit, the office of the Principal Criminal Registrar- which is the department dedicated for police clearance- is working to clear the backlog and ensure expeditious services after a period of slow progress. 

“We highly regret the delays experienced over the period, and assure our clients of enhanced and expeditious services,” the statement reads in part.

The DCI further urged applicants sending their application forms online to ensure that their ID copies attached to the forms are well duplicated.

In the statement, the law enforcement authority noted that the thumbprint impression on the ID cards should be clear to avoid cases where applications are sent back to the sender for illegibility.

On the question of whether persons with criminal records are eligible for the certificate, the DCI explained that the Police Clearance Certificates (PCCs) are issued to all people regardless of their record

“Prior to the introduction of the Police Clearance Certificate (PCC), applicants with criminal records would not be issued with the document,” the Investigative agency explained.

“The then Certificate of Good Conduct was only issued to those without a record of crime. Today, all applicants get PCCs.”

Fingerprinting Process

In addition, the investigative unit explained that applicants are no longer required to book fingerprinting dates on the e-citizen portal as had been the case.

Instead, the applicants will be able to visit fingerprinting centers based on convenience. 

This comes after the reforms made early in the year where applicants were required to book a specific date for the fingerprinting process. 

“Kindly note that you are no longer required to book a fingerprinting date while applying for the Police Clearance Certificate (formally Good Conduct). Applicants are encouraged to visit their convenient center to be served,” DCI stated in February. 

Consequently, applicants can access police clearance and fingerprinting services from Huduma Centers of their choice in various parts of Kenya.
