The National Transport and Safety Authority (NTSA) has outlined the requirements and procedures for registration of new driving schools in Kenya.
In a notice dated April 14, the authority stated that applicants are required to provide a Kenya Revenue Authority (KRA) PIN for the driving school and a Certificate of Registration or a Gazette Notice KRA PINs.
NTSA also noted that the applicants are required to submit the National Identification numbers of the directors or the Chief Executive Officer (CEO) who will oversee the driving school.
In addition, the authority highlighted that one must provide a mobile phone number not linked to any active TIMS account to improve security and prevent fraud or duplication in the system.
NTSA Outline Process of Applying for a New Driving School
To start the application process, applicants must log in to their e-Citizen account and access the NTSA service portal, where they must complete the application form and upload colored photographs as specified.
Once submitted, applications will undergo verification and physical inspection by NTSA.

Successful applicants must make the required payments before receiving approval.
Additionally, an SMS notification is sent upon approval, after which the license is printed and displayed at the driving school premises.
The authority stated that the registration process takes approximately 10 working days, with charges applied as required.
Once licensed, driving schools are required to display their certificates prominently at their offices as proof of compliance.
Vehicle Requirements for Driving Schools
At the same time, driving school vehicles must meet NTSA’s safety and training standards.
Each vehicle must have:
- Dual control facility (brake and clutch for manual; dual brake for automatic).
- Two reflecting mirrors are visible to both the instructor and the learner.
- Working turn indicators and hazard lights.
- Safety belts and headrests for both front and rear seats.
- A fire extinguisher (minimum 1kg) and a first aid kit.
- Clearly marked words: “CAUTION – DRIVER UNDER INSTRUCTION” at the front and back.
- The school name and address are displayed on the vehicle.
How Driving Schools Set Curricula and Examinations
NTSA develops the official curriculum for driver and instructor training, which driving schools must follow.

Drivers will have to take internal exams – schools conduct internal assessments before recommending learners for official NTSA tests.
Later, an NTSA examination is conducted, which includes a practical test, at least 5 kilometers of driving, and a theory test covering the Highway Code, traffic signs, and road safety knowledge.
To become a licensed driver, examiners must maintain records of all applicants, test results, and certificates issued.
