President William Ruto has appointed former Cabinet Secretary for Information, Communication, and the Digital Economy Eliud Owalo as the Deputy Chief of Staff, Performance & Delivery Management.
According to a statement by Head of Public Service Felix Koskei, Owalo’s appointment is aimed to strengthen the team supporting the implementation of the Bottom-Up Economic Agenda (BETA).
“In execution of the high mandate vested in the Head of State and Government, His Excellency the President has, today made appointments to augment the staff complement supporting the implementation of the Bottom-Up Economic Agenda (BETA),” reads part of the statement by Head of Public Service Felix Koskei.
“To support the Executive Office of the President in delivering its mandate, His Excellency the President has, with the approval of the Public Service Commission (PSC), appointed Mr. Eliud Owalo, EGH as the Deputy Chief of Staff, Performance & Delivery Management.”
Owalo will be tasked with overseeing the effective and efficient implementation, monitoring, and evaluation of priority projects and initiatives of the Ruto administration in line with the BETA Plan among other responsibilities.
Additionally, the former CS will be tasked with overseeing the performance of Government Ministries, Departments, and Agencies in service delivery.

Ruto Appoints Kuria and Itumbi
The Head of State also appointed former Public Service, Performance and Delivery Management Cabinet Secretary Moses Kuria as a Senior Advisor in his Council of Economic Advisors (CEA).
“To bolster implementation of the BETA Plan by the Broad-Based Government, the Head of State and Government has caused the appointment of Hon. Moses Kiarie Kuria, HSC as a Senior Advisor in his Council of Economic Advisors,” the statement reads.
Kuria will now join economist David Ndii, the chairperson of the President’s CEA, to provide high-level economic guidance and strategic advice, contributing to the formulation and execution of policies aimed at revitalizing Kenya’s economic landscape.

Also on the list of appointments is digital strategist Dennis Itumbi who has been appointed as the Head of Creative Economy and Special Projects in the Executive Office of the President.
“His Excellency the President has also appointed, with the approval of the Public Service Commission Mr. Dennis Itumbi, CBS the Head of Creative Economy and Special Projects in the Executive Office of the President,” Koskei added.
“This appointment will go into fostering this administration’s zeal of innovation and growth towards a robust yet novel sector in the economic sphere.”
Eliud Owalo and Moses Kuria were among the former 12 Cabinet Secretaries left out on the list of the CSs appointed after Ruto sacked his cabinet on July 11.
Itumbi, on the other hand, was sworn in as the ICT Chief Administrative Secretary (CAS) in March last year but lost the position a few months later when the High Court declared it unconstitutional.
