President William Ruto signed into law the County Governments Additional allocations bill on 4th March 2024 at State House Nairobi.
The new bill will see counties receive an extra Ksh46 billion in the 2023/2024 financial year.
During the signing of the Bill, the President reiterated his government’s readiness to support devolved governments to discharge their mandate.
Ruto also affirmed that the Kenya Kwanza government aims to continue funding counties so as to smoothen their operations.
“We will continue to mobilize resources and support the smooth operations of the County Governments. Today, we have made available Sh29 billion that will facilitate our devolved units to discharge their mandate,” the head of state stated.
This bill unlocks Ksh46.4 billion to county governments to help in carrying out functions including enhancing Inclusive development by strengthening constitutional Devolution functions through programs like CAIPS.

Use of the Funds
The funding will also support other programs like the fertilizer subsidy (Ksh.5 billion) to aid in the distribution of fertilizers to farmers.

Other functions include supporting community heath promoters (CHPS) program, Informal settlement improvements, Climate Change interventions among others.
The head of state further thanked the county governors for their effort in county management.
“We salute the Governors who are continuously expanding their own source of revenues to support the delivery of services to the people,” Ruto commented.
After the signing of the bill, the chair of the council of governors, Anne Waiguru embraced the national government for the magical move.
“We thank the National Government for their support towards moving these bills forward” she stated.
In addition, Kshs.4.5 billion is set to be allocated to 18 counties for the Under the County Aggregated Industrial Parks Programme where each county will get Ksh 250 million.
These counties include Bungoma, Busia, Embu, Garissa, Homa Bay, Kiambu, Kirinyaga, Machakos, Meru, Migori, Mombasa, Murang’a, Nakuru, Nandi, Nyamira, Siaya, Trans Nzoia, and Uasin Gishu.
President Ruto signed the bill in the presence of Prime Cabinet Secretary Musalia Mudavadi, Speakers Moses Wetangula (National Assembly) and Amason Kingi (Senate) and Council of Governors chairperson Anne Waiguru.
Other leaders present include Arron Cheruiyot and Kimani Ichungwah and Kiharu MP Ndindi Nyoro.
