The Government of Kenya is seeking about $450 million (approximately KSh58 billion) in emergency financing to help cushion Kenyans from the economic effects of the Iran war and potential weather-related shocks.
According to a Bloomberg report, Kenya has approached the World Bank to strengthen Kenya’s capacity to respond to external economic shocks and climate-related risks.
It further states that the government is finalizing a Contingent Emergency Response Project (CERP) through which the Washington-based lender will channel the funds.
Why Kenya Wants KSh58 Billion Before October
From the report, the financing is expected to be available by October, a time when El Niño is expected to land in the country, although both the amount and timing could still change.
The emergency funding request comes at a time when Kenya is facing growing economic pressure from the Iran war, which has pushed up global oil prices, increased transport and manufacturing costs, and disrupted international trade.
Kenya is also preparing for possible weather-related challenges after the World Meteorological Organization (WMO) recently warned that a strong El Niño is expected to intensify between August and October, increasing the likelihood of heavier-than-normal rainfall and extreme weather in many parts of the world.
If the forecast materializes, Kenya could experience above-normal rainfall that may disrupt transport, damage infrastructure, affect agriculture and increase the risk of flooding in vulnerable areas, placing additional pressure on the economy.
Further, the country is particularly vulnerable to global oil price shocks because it imports most of its fuel. Higher international prices often translate into increased transport costs, more expensive fertilizer, and higher prices for food and other essential goods.

The conflict in the Middle East has disrupted shipping routes, increasing freight costs and affecting exports, while uncertainty in global markets has weighed on investor confidence and foreign exchange earnings.
Emergency Funding to Be Fast-Tracked Through World Bank Crisis Facility
Rather than a traditional development loan, the proposed World Bank financing would be provided through an emergency response mechanism that enables countries to rapidly redirect part of the funding allocated to existing projects to address crises.
The request comes after an earlier warning from the World Bank that oil-importing countries such as Kenya are among those most exposed to rising fuel and food prices resulting from the conflict in the Middle East.
The lender recently revised Africa’s 2026 economic growth forecast down to 4.1 percent while increasing its inflation projection to 4.8 percent, citing heightened geopolitical tensions and their effects on economies across the region.
Kenya is already facing inflationary pressures, a high public debt burden and an increasing cost of living, making emergency external financing more critical as the government seeks to shield households and businesses from multiple economic shocks.
If approved, the financing is expected to give the government additional fiscal space to respond to the combined impact of global conflict and possible extreme weather, while helping protect key sectors of the economy from further disruption.

Kenya’s KSh78 Billion Emergency Loan Request Delayed
Kenya’s plan to secure a KSh78 billion emergency loan from the World Bank was delayed after the lender requested additional information before approving the financing.
The government applied for the funding under the World Bank’s Rapid Response Option (RRO), an emergency lending facility designed to support countries affected by crises such as armed conflicts, pandemics and natural disasters. According to the National Treasury, the funds are intended to cushion the economy from the effects of the conflict involving the United States, Israel and Iran, including rising fuel and fertilizer prices.
However, the World Bank said the financing cannot proceed until Kenya provides a detailed breakdown of the emergency expenditures the funds will cover.
“Yes, the government has completed the procedure of registering for the option and has requested the RRO. We are in the process of determining precisely which expenditures the government wants to fund in an emergency,” World Bank Kenya Operations Manager Anne Bakilana said.
The Central Bank of Kenya (CBK) has also confirmed that the government requested significant emergency financing to help stabilize fuel supplies and ease inflationary pressures.
