The Kenyan government has announced plans the construct housing units for security officers in the country. Through a nationwide housing program, the government is targeting more than 47,000 units.
In a meeting chaired by the Principal Secretary for Internal Security and National Administration, Dr. Raymond Omollo, senior officials from key state departments reaffirmed their commitment to strengthening oversight of implementation and accelerating the delivery of priority programs.
“The Governance and Public Administration (GPA) Sub-Committee of the National Development Implementation Committee (NDIC) has reviewed progress across key priority programmes under the governance cluster, including security sector housing, digital government services, citizen registration, and the Government Legislative Agenda,” read the statement.
The initiative, reviewed by the Governance and Public Administration Sub-Committee of the National Development Implementation Committee (NDIC), also highlights progress in digital services, citizen registration, and governance reforms aimed at strengthening public service delivery.
According to the committee, the program is part of broader reforms aimed at enhancing efficiency, accountability, and living standards within the security department.

Expanding Security Housing Under the Affordable Housing
According to the ministry, the housing portfolio consists of 165 projects across the country, delivering a total pipeline of 47,464 units.
“The security cluster now represents the largest and most advanced institutional housing pipeline under the Affordable Housing Programme with a current housing portfolio comprising of 165 projects across the country and delivering a total pipeline of 47,464 units,” read part of the statement.
Of the total, 2,092 units have been completed, 9,555 are under active construction, and 24,720 are at the procurement stage.
The program focuses on addressing long-term accommodation shortages affecting the National Police Service, prison services, and other security agencies.
Currently, major police housing projects are under construction at the GSU Headquarters in Ruaraka, Kiganjo Training School, and the GSU Training School in Embakasi.
Under the Affordable Housing Project, the government is also constructing the Kenya Defence Forces units in Kahawa, Embakasi, Langata, Moi Airbase, Lanet, Gilgil, Nanyuki, and Mariakani military camps.
A 500-unit development in Roysambu has already been completed and handed over, while other projects are scheduled for completion by January 2028
Digital Services and Citizen Registration Delivery
The government is also accelerating digital transformation to improve service delivery.
At the same time, the State Department for Immigration and Citizen Services has reported that 22,665 government services have been onboarded onto the e-Citizen platform, out of a targeted 26,550, by June 2026.
Introduction of Government-to-Government services has also begun, starting with selected state corporations and foreign missions in Nairobi.
The committee further highlighted progress under the Usajili Mashinani mobile registration initiative. Since September 2025, 100,195 identity cards have been issued, including 70,648 first-time registrations, alongside 52,262 birth certificates.
To strengthen national outreach and expand access to identification services, particularly in remote and underserved regions, the government has acquired 45 new vehicles and is operationalizing civil registration offices.
