National Treasury Cabinet Secretary (CS) Njuguna Ndungu has announced that the government will halt recruitment in the public sector for a period of one year.

Speaking during the presentation of the budget statement in Parliament, the CS said that this would play a hand in improving the efficiency of public expenditure.

“To further improve efficiency in public spending the following bold actions and reforms have been outlined in the financial year 2024/2025.”

“Expenditure, control measures that include the suspension of all new recruitment in the public sector for one year,” said Njuguna Ndungu.

The suspension of recruitment is expected to have a significant impact on the public sector, particularly in terms of reducing the wage bill.

Additionally, the freeze is likely to lead to a reduction in the number of new hires, which could have a significant impact on the economy and the job market.

Measures Govt Has Put in place to Reduce expenditure

The government has also implemented other measures to reduce spending, including a 30% reduction in transfers to state agencies and a curtailment of spending on foreign travels and training expenses.

The CS also said that the government would restrict procurement of motor vehicles and furniture as well as suspend all refurbishment of government offices.

“Rationalizing all allocations on purchases on motor vehicles and suspending purchases of furniture for a period of one year and suspending all refurbishment and petition of government offices,” he said in the presentation.

Plans to Audit Worker Payroll

The government has also announced plans to audit and cleanse public payrolls, pension, and transfers to eliminate ghost workers.

Additionally, the government will enforce payroll audit to ensure compliance with salaries scales approved by the Salaries and Remuneration Commission (SRC) to consolidate public procurement for commonly used items.

“Audit and cleanse all public payrolls, pension and transfers to the vulnerable with a view to eliminate ghost workers as well as enforce payment of salaries scales that are approved by SRC in consolidation of public procurement for commonly used items,” said Njuguna Ndungu.
