Safaricom has clarified how users can increase their Fuliza limits, beyond continuous usage and timely repayment of the loan.
This was after a user questioned the telco about why it has not increased his limit for a long time, even though the person transacts daily using Fuliza.
Fuliza is an overdraft service that allows M-Pesa customers to complete their M-PESA transactions even when they do not have enough money in their M-PESA account.
Safaricom reviews Fuliza limits every 3 months, depending on the daily usage.
How Safaricom increases Fuliza Limit
According to Safaricom, Fuliza limits are set based on a combination of factors, including how customers use their lines and other mobile money services.

Hillary Koech, a User on X, questioned Safaricom why his limit does not increase even as he pays on time.
“Why is my Fuliza limit not increasing over years though am paying on time,” said Koech
In response, Safaricom clarified what it takes to increase the limit.
“Hello Hillary, apologies your FULIZA limit increase is also determined by your SMS usage, Data usage, calls, top up frequency and your M-PESA usage,” stated Safaricom.
According to Safaricom, Fuliza operates on a data-driven model that evaluates a customer’s overall activity on the network.
This includes how frequently a user makes calls, sends SMS, purchases data bundles, and tops up airtime.
Customers who actively and consistently use these services are more likely to build a stronger usage profile, which influences future adjustments to their Fuliza limits.
How Safaricom Lowers Fuliza Limit
Speaking to The Kenya Times, Safaricom has also clarified how it reduces its user’s Fuliza limit.

“Hi, Morgan. Fuliza limit is determined by your CRB credit score, savings habits on M-Shwari, KCB M-PESA, and usage of other Safaricom services such as Voice, Data, and M-PESA. Limit may be reduced if you repay late or opt out,” stated Safaricom.
Eligibility for Fuliza
M-PESA customers registered using their national ID, Kenyan passport, Military ID can activate Fuliza, but not all are eligible for a loan limit upon activation.

M-PESA accounts registered with a foreign passport cannot successfully opt in to Fuliza.
Upon opting in, one will be assigned a limit that defines the maximum amount of overdraft they can access.
When a user has multiple M-Pesa-registered lines, each line is treated as a separate account, and each line qualifies for Fuliza and is assigned a limit.
Safaricom customers who qualify for Fuliza get reminders on how to join: “You qualify for FULIZA! Dial *334# to check your limit & use FULIZA to complete your M-PESA transactions when you have insufficient M-PESA balance.”

Customers using Fuliza incur a one-off 1% access fee and a daily maintenance fee charged on the outstanding amount at midnight.
An additional 20% Excise Duty is applied to the daily maintenance fee and the charges vary depending on the amount borrowed
