Defence Cabinet Secretary Soipan Tuya has revoked the appointment of Millicent Nyaboke Omanga from the Board of Directors of Kenya Shipyards Limited.

Her revocation follows earlier decisions on March 19 2026, where Omanga joined the Democracy for Citizens Party (DCP), led by former Deputy President Rigathi Gachagua, and declared her bid for the Nairobi Women Representative seat.

In gazette notice No. 6391, dated April 30, the decision now takes effect immediately as part of the changes made under the authority of the State Corporations Act, Cap. 446.

“IN EXERCISE of the powers conferred by section (6) (I) (e) of the State Corporations Act, as read with section 51(1) of the Interpretation and General Provisions Act, the Cabinet Secretary, Ministry of Defence revokes the *appointment of – MILLICENT NYABOKE OMANGA as a Member of the Board of Directors of the Kenya Shipyards Limited, with effect from the 30th April, 2026. Dated the 30th April, 2026,” read the gazette notice.

Legal Authority Behind Omanga’s Revocation

The Kenya Shipyards Limited is a state corporation operating under the Ministry of Defence, and it plays a key role in shipbuilding, repair, and maritime infrastructure development.

Board appointments within the entity are made by the government to ensure oversight of strategic sectors related to national infrastructure and security.

On January 17, 2026, Defence CS Soipan Tuya appointed Omanga to the Board of Directors of Kenya Shipyard Limited for a period of three years.

The decision by CS Tuya is grounded in statutory powers provided under the State Corporations Act, Cap. 446, which governs the appointment and removal of directors in state-owned enterprises.

The notice cites Section 6(1)(e) of the Act, together with Section 51(1) of the Interpretation and General Provisions Act, which empowers Cabinet Secretaries to make and revoke appointments by formal gazette notice.

Omanga has since responded to the revocation, raising questions over the circumstances and timing of the announcement.

According to the Businesswoman, she was not actively engaged in the board role at the time the decision was made public.

“Apparently, I’ve just been officially removed from a board I didn’t even know I was still serving on. Impressive level of coordination …. decisions being made about roles that only exist on paper,” said Omanga.

She has been slammed by Kenyans for stating that she was not familiar with the board if it really existed, and that she should return the taxpayers’ money she had enjoyed during the period.

“How did you have a job you didn’t kow you had, in a country where thousands are jobless but qualified and of lost hope? You are a bird of a feather and we are not your flock,” said Artiewai on X.

A spot check by The Kenya Times revealed that Omanga attended the 17th Board of Directors Meeting of Kenya Shipyards Limited on 30 January 2026 at the Mombasa Shipyard chaired by Vice Chief of the Defence Forces (VCDF), Lieutenant General John Omenda.
