The Tourism Regulatory Authority (TRA) has warned licensed tourism operators after reports claimed that tourists were being held hostage at a facility in the Maasai Mara National Reserve.
In a statement on April 24, the Tourism Authority dismissed the claims as false, misleading, and without factual basis, following investigations conducted jointly with national security and administrative agencies.
The TRA said the allegations, which were circulated in sections of the media and in a public statement by Muthu Kekorok Management Ltd, were not supported by any evidence.
Tourism Authority Rules Out Security Incident, Blames Labor Dispute
According to the Tourism Authority, no tourists have been held hostage at any accommodation facility within the Maasai Mara National Reserve or anywhere else in the country.
It further confirmed that there has been no security incident affecting the safety or freedom of movement of visitors within the Maasai Mara ecosystem.
“All tourists are safe, accounted for, and continue with their travel itineraries without restriction or disruption,” the Authority said.

The TRA explained that the claims stemmed from a labor dispute at Muthu Kekorok Lodge, where a union representing lodge employees staged a protest, resulting in temporary operational disruptions.
The dispute, the Authority noted, is between the lodge’s management and its workforce and is currently before a court.
The Authority expressed concern about the publication and circulation of what it described as exaggerated, unverified claims that referenced a “hostage situation” and a “security crisis.”
It said such statements are factually incorrect, reckless, and prejudicial, and improperly transform a labour dispute into a perceived national security issue.
“Such claims are false, misleading, and entirely unsupported by the findings of investigations conducted with national security and administrative agencies.”
Authority Warns of Sanctions Over Misleading Safety Statements
In response, the Tourism Regulatory Authority issued a formal regulatory directive and warning to all licensed hospitality establishments and tourism enterprises.
The Authority warned that sharing false, exaggerated, or unconfirmed information about tourist safety, security, or the status of tourism facilities is a serious violation of the law.
Such actions, TRA stated, breach the Tourism Act and the Tourism Regulations 2025, and may incur penalties.
The Tourism Authority warned operators against misrepresenting labour, commercial, or contractual disputes as security incidents, issuing public statements that could cause public alarm or panic, or engaging in conduct that undermines confidence in Kenya as a tourism destination.
“Any operator found to be in breach of licensing conditions will face enforcement action, including suspension or revocation of licenses and referral to relevant authorities.”

The Authority said any operator found to have breached licensing conditions would face enforcement action. Such action may include regulatory investigations and compliance inspections, issuance of enforcement notices, administrative sanctions such as suspension or revocation of licenses, and referral to relevant authorities for further legal or administrative action.
Compliance Review Launched as Authority Reassures Visitors
According to the Tourism Authority, a formal compliance review and investigation have been initiated into the conduct of Muthu Kekorok Lodge, including its public communications. The Authority said appropriate regulatory action will be taken based on the findings of that process.
Reassuring visitors and industry stakeholders, the Tourism Authority said Kenya remains safe, secure, and fully operational as a tourism destination, with safety and regulatory standards enforced across all tourism circuits.
In addition, the Authority urged media houses, tourism stakeholders, and members of the public to rely on verified information issued through official government channels and to refrain from amplifying unsubstantiated or misleading claims.
The TRA said it will continue to monitor the situation and take all necessary measures to safeguard the integrity, stability, and international reputation of Kenya’s tourism sector.
