TSC Announces How Promoted Teachers Will Be Posted to New Schools

The Teachers Service Commission (TSC) has released new guidelines that will govern the promotion of teachers during the 2026/2027 financial year.

In Circular No. 13/2026, dated July 24, 2026, referenced TSC/ADM/192A/VOL.X/88, the Commission directed all Regional, County and Sub-County Directors to implement the guidelines.

“Consequently, in compliance with the above constitutional principles, the Commission has developed Guidelines for Promotion of Teachers for the 2026/2027 Financial Year. These Guidelines standardize the procedures and criteria for promoting teachers across competitive grades in public educational institutions,” read the circular in part.

New Teachers Promotion Guidelines for 2026/2027 FY

According to the guidelines, teachers who successfully secure promotions will first have their names approved by the Commission’s Board before deployment.

TSC states that the Board will oversee the entire promotion exercise and approve the final list of successful candidates after ensuring the process has been conducted in line with approved procedures.

The Commission says selection will be based strictly on merit, with interview scores serving as the primary determinant of success.

However, the process will also comply with constitutional principles requiring gender representation, inclusion of persons with disabilities (PWDs), and regional diversity.

Once approved, the names of successful candidates will be published on the TSC website.

TSC further states that teachers promoted to leadership positions, including Heads of Institutions and Deputy Heads of Institutions, will be posted to schools with available vacancies.

Teachers receiving promotion letters will be required to report to their new duty stations within the period specified by the Commission.

TSC warns that a promotion offer will automatically lapse if the successful candidate fails to take up the appointment within 30 days, in accordance with Regulation 81 of the Code of Regulations for Teachers (2015).

Gender Equity, Disability Inclusion to Guide Promotions

TSC has introduced measures aimed at ensuring fairness and inclusivity during the promotion exercise.

Under the guidelines, at least 5% of all promoted teachers will be persons with disabilities who are registered under the Persons with Disabilities Act.

The Commission has also committed to complying with Article 27(8) of the Constitution, which requires that no more than two-thirds of promoted teachers be of the same gender.

To make the interview process more accessible, TSC says interview venues will be accessible to teachers with disabilities.

Applicants with hearing or speech disabilities will also be allowed to attend interviews accompanied by sign language interpreters to facilitate effective communication during the assessment process.

The Commission further notes that promotion decisions may be reviewed, corrected or revoked where material errors are identified, fraudulent information is discovered, administrative anomalies emerge, approved procedures were not followed, or new information significantly affects the original decision.

Where necessary, TSC may also re-route, re-post or reassign a promoted teacher after the promotion process.

TSC to Digitise and Closely Monitor Promotion Exercise

The Commission says it will automate the teacher promotion process by integrating several digital platforms used in teacher management.

Integrated systems will include Teachers Online Services, the Teacher Promotion Module, the Teacher Management Information System (TMIS), the Human Resource Management Information System (HRMIS), the Posting, Entry and Exit Module, the Electronic Document Management System (EDMS), the Teacher Performance Appraisal and Development (TPAD) system, the Leave Management Module, and the Discipline Management Module.

After the exercise is completed, management will prepare and submit an exit report to the Board by Wednesday, January 27, 2027, detailing how the promotion process was conducted.
