Former Senior Economic Advisor in President William Ruto’s administration, Moses Kuria, has broken his silence following his resignation from the Kenya Kwanza government.
In a statement dated Tuesday, July 15, 2025, Moses Kuria outlined key achievements he accomplished while serving in various roles under President Ruto’s leadership.
“Nation above self. I tried my best in the 30 months I served. An opportunity to serve your motherland and humanity is the greatest honour one can receive. In the 30 months that you, my fellow countrymen and women, gave me that opportunity and graciously paid my salary, I did my best,” Kuria stated.
According to him, he achieved several goals during his tenure, particularly in industrialisation, trade, youth empowerment, healthcare, and public service reform.
Moses Kuria Highlights Achievements in Ruto’s Govrernment
One of his flagship initiatives was the establishment of County Aggregation and Industrial Parks (CAIPs). Kuria noted that 13 parks will begin employing workers, mostly Gen Z youth in 2025, another 18 will become operational in 2026, and the remaining 16 counties will follow in 2027.
“Before this initiative, 35 out of 47 counties had never experienced any form of industrialisation since the beginning of time. Our current youth and unemployment crisis stems from abandoning production. We stopped exporting and investing. This makes my heart bleed. I did my best,” Kuria said.
He also pointed to the expansion of Export Processing Zones (EPZs) beyond the one facility in Athi River, which existed before the Kenya Kwanza administration took office. Kuria proudly announced the opening of new EPZs in Vipingo (Kilifi), Dongo Kundu (Mombasa), Naivasha, Eldoret, Busia, Sagana, and Murang’a, as well as the licensing of Kenya’s first-ever Services-Only Free Zone at Two Rivers International Financial Centre, which is now fully occupied by investors.

On the trade front, Kuria cited the successful revival and conclusion of a long-stalled Economic Partnership Agreement (EPA) with the 27-member European Union, which he achieved within seven months.
He also finalized a Comprehensive Economic Partnership Agreement with the UAE, making Kenya the only other country besides India to do so. However, he expressed regret that a Free Trade Agreement with the United States had not been concluded by the time he left office despite his efforts.
Other Key Achievements Highlighted by Moses Kuria
While serving as CS for Public Service, Kuria stated that he championed a results-driven culture in the public sector, promoting accountability and productivity among civil servants.
Additionally, in the area of climate action, Kuria stated that he led efforts to establish the Global Centre for Adaptation, moving the agenda beyond rhetoric to tangible infrastructure development.
Moreover, Kuria also introduced transparency reforms in the National Youth Service by adopting a ward-based recruitment system and envisioned the NYS as a driver of youth employment. In healthcare, he played a key role in stabilizing Taifacare, Kenya’s major healthcare reform, and remained optimistic about its long-term success.

On employment, Kuria made job creation for young people a personal priority. He launched the Ajira 360 platform to coordinate job creation across agencies and positioned Kenya as a competitive hub for outsourcing jobs. Despite acknowledging the challenges, he expressed pride in the foundations he laid.

He announced his resignation stating that he had met with President Ruto, who accepted his decision to step down.
Kuria cited personal reasons and a desire to pursue personal interests as to why he resigned.
