United States (US) Vice President JD Vance says the country has finally received details of Russia’s and Ukraine’s conditions for a peace deal.
In an interview with Fox News on August 20, Vance revealed that a peace agreement does not necessarily have to be fully prepared before a face-to-face meeting between Russian President Vladimir Putin and Ukrainian President Volodymyr Zelensky.
“The U.S. has finally received details of Russia’s and Ukraine’s demands, and a peace agreement does not necessarily have to be fully prepared before a face-to-face meeting between Vladimir Putin and Volodymyr Zelensky,” Vance said.
JD Vance Reveals Russia and Ukraine’s Demands for Peace Agreement
According to the Vice President, Ukraine is seeking firm assurances that Russia will not invade its territory again, essentially demanding territorial security.
At the same time, Russia wants to retain control over certain parts of Ukrainian territory.
Vance argued that Europe, rather than the US, should shoulder the greater part of Ukraine’s security obligations in the event of a peace settlement.
Additionally, he said that the US government would withhold full commitment to the deal until it is certain of the requirements to end the conflict.
“What he said very clearly is: Look, the United States is open to having the conversation, but we’re not going to make commitments until we figure out what is going to be necessary to stop the war in the first place,” Vance said.

In the interview, he highlighted the need to end the war and urged Europe to play a greater role in bringing peace between the two nations.
“I think that we should be helpful if it’s necessary to stop the war and to stop the killing. But I think that we should expect, and the president certainly expects, Europe to play the leading role here,” Vance said.
His comments followed President Trump’s announcement a day earlier that the U.S. would not send troops to Ukraine.

Trump Meets European Leaders
US President Donald Trump, on Monday, 18, 2025, said he believes both Putin and Zelenskyy “will make peace” and revealed plans to help Europe provide security guarantees for Ukraine.
Trump also announced efforts to arrange a direct meeting between the two leaders.
“I think President Putin will make peace. I think President Zelensky will make peace. We will see if they can get along,” Trump said.
Initially, the push was for a trilateral meeting involving Trump, Putin, and Zelenskyy, but later the US President shifted to proposing a bilateral meeting between the Russian and Ukrainian leaders.
White House Press Secretary Karoline Leavitt explained that a Zelenskyy–Putin meeting would need to take place first to address “areas of disagreement.”
She added that Putin had “promised” to meet Zelenskyy in the coming weeks.
