The security detail stationed at the National Treasury office have whisked away a man attempting to walk towards the Cabinet Secretary Njuguna Ndung’u.
Several officers pounded on the unidentified man who was seen approaching the CS while he posed for a photo with the budget briefcase alongside other Treasury officials.
The incident, which lasted for a few seconds, left the CS and the other dignitaries unmoved, as they proceeded with the photos and left shortly after.
The security team was joined by police officer in uniform who helped carry the man out of the premises.
Donned in a bucket hut and a black T-shirt, the man was holding up document as if in protest.

The CS proceeded to his vehicle which slowly waded through the city as it made its way to the parliament.
Security officers both in uniform and suits surrounded the vehicle and walked beside it while journalists scrambled to get shots of the convoy.

Details of 2024/2025 Budget
The government is expected to incur a total expenditure of an estimated Ksh3.9 trillion, an increase of Ksh200 billion from the previous budget.
The budget formation process begins when Treasury CS develops the Medium-Term Expenditure Framework (MTEF) guidelines, which outline the government’s revenue and expenditure projections for the next three years.
Moreover, the MTEF process is guided by the Public Finance Management Act (PFMA), ensuring transparency and accountability in budget planning.
Thereafter, sector Working Groups are established to facilitate coordination and prioritization of key policies within the budget estimates.
The proposals are then included in the Budget Review and Outlook Paper (BROP), which is submitted to the Cabinet for approval by September 30th every financial year.

Ruto Hold cabinet Meeting
Earlier, President William Ruto convened a Cabinet meeting where several details of the budget was discussed including policies that it aims at meeting and the differences between the first and second budget cycle.
At the same time, the Cabinet highlighted that the proposed budget is set to reduce the budget deficit by nearly 50%.
“HIS EXCELLENCY THE PRESIDENT has this morning chaired a meeting of Cabinet at State House, Nairobi. The meeting was convened as a precursor to the presentation of the Financial Year 2024/25 Budget in parliament later today by the Cabinet Secretary for The National Treasury & Economic Planning.
“THE BUDGET policy, which will be detailed later this afternoon, is designed to accelerate the implementation of policies, programs, projects, and interventions outlined in the Administration’s Blueprint the Bottom-Up Economic Transformation Agenda (BETA),” read part of the dispatch.
