Following the swearing in of the approved Cabinet Secretaries, President William Ruto has expressed his confidence in the ability of the team to deliver.
Speaking at State House, the president has also announced that the cabinet will introduce new terms and conditions to ensure accountability and efficient delivery from government officers.
These conditions include the mandatory vetting of all public servants. According to the Head of State, the move will ensure efficiency and do away with corruption in the public service.
Additionally, Ruto has stated that public servants will be required to declare their wealth under the same proposed framework.
“Cabinet shall introduce a legal and institutional framework for mandatory and continuous vetting of all public officers. The same framework will provide the repository of wealth declaration across the entire government under one office,” he said.
He added that Kenyans are entitled to service leadership. Therefore, the government will facilitate the expedition of prosecution of public servants implicated in corruption cases.
“We shall facilitate expeditious investigation and prosecution of all offences related to corruption and economic crime through amendment of the relevant statutes including the Evidence Act.”

Message to the Newly Appointed CSs
In addition, Ruto has announced that the government will implement a unified identification system for government workers as way of eliminating cases of ghost workers in government.
“To eliminate the ghost worker payroll fraud, we shall implement a unified personal identification system for all persons working across all arms of government including constitutional officers,” he said.
Ruto asked the CSs to remain loyal to the people and champion the government’s development agenda to accelerate economic transformation.
“Taking this into account, we shall take unprecedented steps to accelerate the delivery of economic and national transformation agenda with integrity, efficiency and inclusivity.
“Henceforth, the terms of our contract with the people will remain in sharp focus. We have no choice but to keep our part of it,” stated Ruto
Further, he has pleaded with Kenyans to give the team a chance to serve them and discharge their duties as mandated by the constitution.
“I ask citizens of our great a nation to give a chance to these great men and women, to this new cabinet and to support them to deliver on the mandate given to them,” he added.

Ruto on Formation of Broad-Based Government
At the same time, the head of state has championed of the formation of a broad-based government, adding that the interest of the nation is greater than the interest of political formation.
He has reiterated that dialogue is the best way to move forward and ensuring that the best interest of the nation is upheld.
“More than ever, it is clear that we are fully united by a shared devotion to secure a prosperous Kenya that serves us all.
“For this reason, I am persuaded that this moment in the life of our nation calls on us to build a strong ‘team of rivals’ to give our transformation agenda the best chance of success and to enhance inclusivity in national development,” added the Head of State.
