The Director of Public Prosecutions (DPP) has secured a 20-year prison sentence against a Garissa man for the defilement and murder of his 17-year-old niece in 2025.
According to the DPP, evidence was presented to the court that led to the conviction of the perpetrator, Shafa Bilal Shaklane, on the charges before the court.
Shafa Bilal Shaklane committed the offense on November 16, 2025, at Borehole 5, Fafi Sub-County, according to the court that sentenced him.
“The Director of Public Prosecutions (DPP) has secured a 20-year sentence for a Garissa man who defiled and killed his 17-year-old niece in 2025. While sentencing Shafa Bilal Shaklane, Justice Onyiego said that the evidence presented in court by the prosecution proved the case beyond a doubt. Court heard that the accused committed the offense of murder on 16th November 2025, at Borehole 5, Fafi Sub-County, Garissa County,” a statement from the Office of the Director of Public Prosecution read.

Charges on Shafa Bilal Shaklane
During the court ruling by Justice Onyiego on the perpetrator of the charges of defilement and murder of a minor, a 13-year-old sister of the deceased appeared in court to testify.
The minor accused Shafa Bilal Shaklane, who is her uncle, of being the man behind the defilement and killing of her 17-year-old sister, but could not tell the court the date when the incident took place.
According to the witness testimony, she alleged that on the night of the incident, she, together with the deceased sister, was sleeping when the perpetrator approached them.
The witness further stated that despite the resistance from the deceased, the perpetrator continued to mishandle her sister while touching her inappropriately and roughly.
Following the continued resistance and struggle between the victim and the perpetrator, Shafa Bilal Shaklane is said to have taken a scarf and strangled the deceased as he pushed her against the wall.
Support Evidence against Shafa Bilal Shaklane
Medical evidence presented before the court confirmed that the deceased’s cause of death was a lack of oxygen, medically termed as hypoxia, and was secondary to strangulation, supporting the minor witness statement.
Assistant Director of Public Prosecutions Linda Nyauncho, who was in charge of handling the case, noted that the witness had no reason to falsely testify against her uncle as her statement aligned with the medical reports.

Recent DPP Relative Perpetrator Cases
On April 10, the DPP was able to secure a life sentence against Samuel Mwandori Wanje, who was popularly known as Branson, for defiling a minor who was his niece in Kilifi County.
Reports from the ODPP stated that the offense occurred on December 4, 2024, in Mchoenzi village, Ganze Sub-county.
The prosecution presented five witnesses to the court, as well as medical evidence and corroboration of the scene.
Similar cases have also been witnessed in Kitui County, where, through the intervention of the ODPP, the 55-year-old perpetrator who had defiled his own daughter was sentenced to 20 years.
Notable cases also include the Tana River County case, in which the ODPP secured a life sentence for a defiler in early 2026.
