Detectives from the Directorate of Criminal Investigations (DCI) Headquarters’ Land Fraud Investigations Unit (LFIU) have arrested Josphat Gichuge Mwirabua, linked to land fraud.
The suspect, Josphat Mwirabua, is a former Member of Parliament for Tigania East and a former Chairman of the Anti-Counterfeit Authority (ACA).
According to the DCI, the former MP’s arrest followed an investigation into the allegation that Josphat duped unsuspecting land buyers out of over KSh 56 million.
“Detectives from the DCI Headquarters’ Land Fraud Investigations Unit (LFIU) have apprehended Josphat Gichuge Mwirabua, aka Kabeabea, a former Member of Parliament for Tigania East and ex-Chairman of the Anti-Counterfeit Authority (ACA), for duping unsuspecting land buyers out of over Sh56 million,” part of the DCI statement read.
Josphat Mwirabua Kajiado Land Fraud Investigation Findings
A statement from the DCI states that a complaint revealed that, in 2016, the complainant, in collaboration with other investors, purchased plots measuring 50 by 100 feet from Diamond Property Merchants (DPM) Ltd.
However, during the purchase of the plots, agreements were made individually between DPM Ltd and the purchaser, with payments made directly into the company’s bank accounts held by the suspect.
Purchases of the 50 by 100 feet plots deposited approximately KSh 16,476,950 into DPM Ltd’s account, according to DCI.
However, the complainant and the investors soon discovered that the land purchased in Kajiado had been transferred to other individuals.
Further, the suspect had subdivided the land without the initial buyers’ consent, prompting the victim to seek assistance with the investigation.
Following investigations, the Director of Public Prosecutions (DPP) received a compiled investigation file for review.
Upon review, the DPP supported the investigators’ recommendations to charge the suspect with the offense of Obtaining Money by False Pretenses.

Land Fraud Linked to Former MP
In a separate fraud case, complainants reported that the accused, DPM Ltd, with offices along Kimathi Street, advertised land with an equipped greenhouse in Kajiado.
Complainants paid an approximate amount of KSh 40,140,000; however, Josphat Mwirabua did not transfer the title deeds nor install greenhouses.
DPP further approved charges against the suspect, but the suspect defied the court summons, and thus a warrant for arrest was issued by the Chief Magistrate’s Court in Kajiado.
Acting on the warrant, detectives arrested the suspect on June 9, and he is currently in custody awaiting arraignment at the Milimani Law Courts, after which he will be escorted to the Kajiado Law Courts.

About Josphat Mwirabua Gichunge
Josphat Gichunge, commonly known as Hon. Kabeabea, is a Kenyan politician from Meru County.
He served as Member of Parliament (MP) for Tigania East Constituency in the 12th Parliament between 2017 and 2022 on a PNU ticket.
Before becoming an MP, he was appointed Chairperson of the Anti-Counterfeit Authority (ACA) Board.
His appointment was later revoked in 2025.
The former MP pursued a Bachelor of Science (BSc) at the University of Nairobi between 1996 and 2000.
Mwirabua holds a Master of Science (MSc) in the Faculty of Engineering at Makerere University, where he studied from 2005 to 2008.
