KUCCPS Lists 30 Universities Ineligible for Govt Scholarships

The Kenya Universities and Colleges Central Placement Service (KUCCPS) has released a list of 30 private universities that are ineligible for government scholarships but approved for Higher Education Loans Board (HELB) loan financing only.

These institutions are privately chartered universities permitted to access HELB loans without eligibility for state-sponsored scholarship funding.

The list includes Africa International University, Africa Nazarene University, Catholic University of Eastern Africa, Daystar University, Kabarak University, Mount Kenya University, Zetech University, and other private universities across the country.

KUCCPS stated that students placed in these institutions may apply for HELB loans but will not receive government scholarship support, in accordance with the current higher education funding framework.

Universities Government Scholarships

Government scholarships in Kenya are administered through the Kenya Universities and Colleges Central Placement Service (KUCCPS) under the Differentiated Unit Cost (DUC) funding model.

The scholarships are limited to students placed in eligible public universities and selected programmes approved by the government. Funding covers part of tuition costs, with the remaining balance met through HELB loans and household contributions.

Private universities are not eligible for government scholarships. Students placed in private universities can only access HELB loans, subject to loan eligibility criteria, but do not receive state-sponsored tuition subsidies.

Government scholarships are awarded based on:

• KUCCPS placement
• KCSE performance and programme cost
• Household financial need, assessed through the Means Testing Instrument (MTI)

The policy is intended to prioritise public universities while expanding access to higher education financing through loans for students admitted to private institutions.
