The Teachers Service Commission (TSC) has proposed new job groups and salary scales for senior school and junior school teachers under a revised career progression structure.
Under the proposal, TSC has mapped teachers into eight new designation levels ranging from Teacher 8 (ST8) to Teacher 1 (ST1), with corresponding salary scales aligned to existing job grades.
The structure shows entry-level teachers in secondary school placed at ST8 with a salary range of KSh29,787 to KSh37,234, while the highest cadre, Chief Principal (ST1), is set to earn between KSh131,380 and KSh162,539.
The mapping also consolidates certain grades, with C3 and C4 merged into ST6, and D1 and D2 combined under ST4, while other grades retain their current salary structures.
According to the proposed changes, C1 is mapped to ST8, while C2 corresponds to ST7. C3 and C4 are combined under ST6, whereas C5 is mapped to ST5. D1 and D2 are merged into ST4, while D3 corresponds to ST3. D4 maps to ST2, and D5 maps to ST1.
Further, under the proposed structure, C3 and C4 will operate on a single scale (ST6) using the current C4 salary figures, while D1 and D2 will operate on a single scale (ST4) using the current D2 salary figures. All other grades will retain their existing salary scales.

The framework will apply to both Regular and Special Needs Education (SNE) teachers.

Why TSC is Reviewing Job Groups and Salary Scales
The commission further outlined the results of the 2016 job evaluation cycle, showing how various teacher and curriculum support officer roles were mapped to existing job grades and T-Scales across institutions.
The evaluation placed senior leadership positions, such as Chief Principal and Senior Principal, at the highest T-Scales, while lower cadres, such as secondary and primary teachers, were distributed across progressively lower scales based on institutional roles and responsibilities.
TSC noted that the structure also covers Curriculum Support Officers and teacher-training institutions, reflecting a broad classification of education-sector roles within the evaluation framework.

As a result of the evaluation, the commission noted the following challenges:
- Disparities in remuneration across teachers, administrators, and Curriculum Support Officers (CSOs).
- Challenges in categorising schools and aligning them to the teachers’ remuneration structure.
- Unequal treatment of teachers with similar qualifications across different cadres.
- A tall career progression structure, resulting in longer timelines for career advancement.
- Overlap between professional and administrative responsibilities.
