The Teachers Service Commission (TSC) has proposed major changes to the grading and administrative structure of teachers in Teacher Training Colleges (TTCs)
According to the proposed changes, the reforms introduce a revised hierarchy ranging from Teacher 7 TTC (TTC 7) to Teacher 1 TTC (TTC 1), with clear administrative roles attached to each grade.
Under the proposals, Teacher 7 TTC (TTC 7) will serve as the entry grade for teachers with degree qualifications in the new Competency-Based Education (CBE) specialized areas.
The proposed changes could trigger a major shift in teacher promotion systems, reshaping how Kenyan educators progress through the ranks.
TSC Plans New Career Progression System for TTC Tutors
Meanwhile, Teacher 6 TTC (TTC 6) is proposed as a common cadre for degree holders, signaling a possible harmonization of teachers with university qualifications.
The proposed changes, currently under stakeholder consultation, would see Teacher 5 TTC (TTC 5) serve as the entry grade for Teacher 5 Secondary, establishing equivalence between the two categories.
At the management level, the changes would establish a structured leadership ladder, with Teacher 4 TTC (TTC 4) designated as Senior Teacher TTC, Teacher 3 TTC (TTC 3) as Principal Teacher TTC, Teacher 2 TTC (TTC 2) as Deputy Principal TTC, and Teacher 1 TTC (TTC 1) as Chief Principal TTC.

Career Progression Talks
The review process advanced on Tuesday, June 9, during a stakeholder engagement forum chaired by TSC Chairperson Jamleck Muturi, where discussions focused on the proposed Career Progression Guidelines for teachers and Curriculum Support Officers (CSOs).
Muturi said the exercise is aimed at strengthening governance in the teaching service, improving human resource management, and enhancing professional development across the sector.
He further stated that the Commission is pursuing an inclusive approach, bringing together teachers, CSOs, unions and education stakeholders to ensure the final framework is practical, balanced and responsive to sector needs.
“Your voice matters in building the future of the teaching service,” Muturi said during the engagement.
