Kenyan tutors who exited the Teachers Service Commission (TSC) by resignation or dismissal are eligible to claim terminal benefits.
The Commission has a structured process for affected teachers and beneficiaries of deceased teachers to ensure lawful verification, accurate documentation, and timely processing of claims through the National Treasury.
This follows the TSC 2025–2029 Collective Bargaining Agreement (CBA).
Under the policy, all teachers who resigned or were dismissed from service after 6 April 2018 are eligible to apply for terminal benefits.
Affected teachers are required to begin the process by visiting the nearest TSC County or Sub-County office to submit claims.
The policy also applies to beneficiaries of deceased teachers.
All applications are subject to strict verification to confirm eligibility, accuracy of records, and authenticity of documents before approval and payment processing.

TSC Terminal Benefit Application Process
Teachers seeking terminal benefits must submit their claims through the Sub-County Directors.
The process begins with the submission of all required documents at the Sub-County office.
Officers at this level verify the documents for completeness and accuracy before forwarding them to the County Directors.
Once verified at the county level, the documents are submitted to the TSC Head Office for final processing.
After approval, the claims are forwarded to the National Treasury for payment of terminal benefits.
Teachers are advised to ensure all details match official records to avoid delays during verification.
Required Documents for Processing Terminal Benefits
Applicants must provide a complete set of documents to facilitate processing.
- Two photocopies of the National Identity Card (both sides)
- Two photocopies of bank details or Sacco ATM card
- Duly completed lump sum gratuity payment form (in duplicate)
- Option to commute pension form
- KRA PIN certificate copies
- Relevant promotion letters (where applicable)

Additional requirements include the earliest pay slip showing Widows and Children Pension Scheme (WCPS) deductions for male teachers employed on or before 31 December 2020, and NSSF statements for those with university teaching service history.
Where there are discrepancies in names across documents, applicants must provide an affidavit to confirm identity.
If names differ between bank records and ID documents, an official confirmation letter from the relevant institutions is also required.
For beneficiaries of deceased teachers, documents required include:
- Original death certificate (to be returned after verification)
- Two copies of the death certificate
- Letter from the area Chief confirming the marital status of the deceased, List of dependents, next of kin details, and must be on official letterhead
- Two copies of the KRA PIN certificate of the next of kin or guardian
- Duly completed declaration form obtained from TSC offices, Huduma Centers, or TSC website
- Certified copies of identity cards for Next of kin, Children, and Declarant
- Clear copy of next of kin’s ATM card (not a waiting card)
- Certified birth certificates for children aged 24 years and below
- School or college letters for dependents currently in education
For deceased teachers, the claimant must ensure that all documents are properly certified by the area chief before submission.
