President William Ruto has appointed Professor Makau Mutua to a new job. Ruto in a statement on Wednesday, April 30, said he appointed Prof. Makau Mutua as the Senior Advisor of Constitutional Affairs in the Executive Office of the President.
“Prof Mutua brings a wealth of experience in legal, constitutional and human rights matters. Congratulations Prof Mutua. I welcome you to join a dynamic team of public servants in the implementation of our Bottom-Up Economic Transformation Agenda,” Ruto said.

Shortly after the announcement, Prof. Makau Mutua thanked President Ruto for the appointment promising to serve with diligence, honor, and distinction
“I am grateful to His Excellency President William Ruto for appointing me Senior Advisor on Constitutional Affairs in the Executive Office of the President. Our Constitution is the beating heart of the Republic. Mr President, I promise to serve you and our fellow citizens with diligence, honor, and distinction,” he said.

Prof. Makau Mutua is a SUNY Distinguished Professor and the Margaret W. Wong Professor at the University at Buffalo School of Law, where he served as dean for seven years, between 2008 and 2014.

He teaches international human rights, international business transactions and international law.
Mutua is a former vice president of the American Society of International Law where he also served as a member of the Council on Foreign Relations.
From 1991-1996, he was the Associate Director of the Harvard Law School Human Rights Program at Harvard University.
Makau Mutua profile
In 2002-03, while on sabbatical in Kenya, the Proffessor chaired the Task Force on the Establishment of a Truth, Justice, and Reconciliation Commission, which recommended a truth commission for Kenya.
He also was a delegate to the National Constitutional Conference, which produced a contested draft constitution for Kenya.

In addition, Mutua served as former Prime Minister Raila Odinga’s presidential campaign secretariat spokesperson and head of his 2022 presidential campaign thinktank ahead of the 2022 polls.
He was educated at the University of Nairobi, the University of Dar-es-Salaam and Harvard Law School where he obtained a Doctorate of Juridical Science in 1987.
Mutua is the author of several books, including Kenya’s Quest for Democracy: Taming Leviathan (2008), Human Rights NGOs in East Africa: Political and Normative Tensions (2008) and Human Rights: A Political and Cultural Critique (2002).
He has written numerous scholarly articles as well as dozens of articles for popular publications such as The New York Times, Boston Globe, Christian Science Monitor, Chronicle of Higher Education and the Washington Post.
In addition, Mutua has conducted numerous human rights, diplomatic and rule of law missions to countries in Africa, Latin America and Europe.
Number of advisors increase
He becomes the latest beneficiary of the broad-based government agreement between President Ruto and Odinga.
His appointment comes after the Head of State appointed Raila Odinga’s nephew, Jaoko Oburu, as Advisor, Economic Empowerment and Sustainable Livelihoods.
The appointment was made through a letter from the office of the Chief of Staff and Head of Public Service Felix Koskei.
Oburu is set to hold the position for a period of three years, adding to Ruto’s growing number of advisors.
